No. Punjab’s local government minister denied that a Rs. 30 daily charge per buffalo had been decided, and said no fee would be charged for collecting buffalo waste in dairy colonies. The figure appeared in an initial report as a proposal attributed to unnamed sources; the available reports do not establish that Punjab imposed or collected the tax.
Where did the Rs. 30-per-buffalo claim come from?
On April 2, 2026, Suno News reported that Punjab was considering a fee of Rs. 30 per buffalo per day. The report attributed the proposed charge to “sources.” Its account is not confirmation of a government decision, and no official fee notification is established by the available reporting. Suno News, April 2, 2026
The same initial report gave an approximate count of 168 cattle colonies. That figure was not independently confirmed in the reporting reviewed, so it should not be treated as a verified count.
What did Punjab’s government say?
On April 3, 2026, Punjab Local Government Minister Zeeshan Rafique denied that a buffalo-dung tax had been decided. Dunya News reported him saying reports of collecting Rs. 30 per buffalo daily were baseless and that no fee would be taken for cleaning and collecting buffalo waste in dairy colonies. Dunya’s Urdu report quoted the minister as saying, “فی بھینس 30 روپے روزانہ گوبر ٹیکس وصول کرنے کی خبریں بے بنیاد ہیں.” In English, this means: “Reports of collecting a daily Rs. 30 dung tax per buffalo are baseless.” The English wording is a translation of the Urdu report, not an English-language verbatim quote.
Jang published a matching denial on April 4, 2026. It also reported that a dung-to-biogas pilot was underway under Suthra Punjab and that extra cleaning arrangements were being made in cattle markets. Jang, April 4, 2026

Is the dung-to-biogas work connected to a tax?
The reports describe biogas activity separately from the alleged fee. Jang reported a pilot under Suthra Punjab, but the minister’s denial said no tax decision had been made. The available accounts do not establish that a buffalo-dung fee was created to fund the pilot.
Separately, Radio Pakistan reported on January 6, 2026, that Chief Minister Maryam Nawaz had approved six biogas plants: four in Lahore and two in Faisalabad. The stated outputs were affordable domestic gas and biofertilizer for agriculture. That approval announcement does not confirm the alleged tax or establish the plants’ current construction, capacity, or operating status. Radio Pakistan, January 6, 2026
