Yes—but only a tiny amount of fully popped, plain air-popped popcorn. When popcorn is safe for cats

Whole or partly popped kernels can choke a cat, be inhaled into the airway, damage teeth or contribute to an intestinal obstruction. Inspect each piece and discard anything hard, unpopped or only partly popped.

Seasonings and toppings
Salt and butter add unnecessary sodium and fat. Caramel adds concentrated sugar, while chocolate is unsafe for cats. Onion, garlic and related seasonings can be toxic. Cheese-flavored or heavily seasoned coatings may also deliver excessive fat, salt or ingredients unsuitable for cats. Keep flavored popcorn away from your cat rather than trying to remove the coating.

How many treats can a cat have?
Keep treats—including popcorn—within 10% of your cat’s total daily calorie intake. The exact allowance depends on body size, age, activity, health and the calories in the rest of the diet.
