The often-cited 75%–86% figure applies to plastic waste in the Great Pacific Garbage Patch—not to all the world’s oceans.
Why the global estimates range from 1.5% to 10%
The estimates use different denominators, so they are not competing measurements of exactly the same thing. The OECD’s 2022 review reports a low-end estimate of 1.5% of oceanic macro-plastics, or about 300,000 tonnes, and a high-end estimate of 9%–10% of all ocean plastics. The first is about larger plastic items in the ocean; the second uses a broader category and a different methodology. The OECD says there is no agreed method for calculating the global share, and regional studies cannot simply be added together.
“Fishing plastic” generally refers to fishing gear that is abandoned, lost or otherwise discarded, often abbreviated as ALDFG. It can include nets, ropes, traps, hooks, lines, floats, buoys, sinkers and anchors from artisanal, commercial or recreational fishing. The global estimates may not count all these items in the same way.
What the 75%–86% figure actually measures
In a 2022 analysis of more than 6,000 plastic objects, The Ocean Cleanup attributed 75%–86% of plastic waste in the Great Pacific Garbage Patch to offshore fishing activity. The Garbage Patch is a regional accumulation zone, not a representative sample of every ocean. Floating fishing gear can persist and gather in such zones, so its share there should not be used as the global share of ocean plastic.

The figure also describes attribution within that sampled accumulation zone; it does not mean that fishing accounts for 75%–86% of all plastic entering the ocean. For global context, rivers remain the largest source of plastic entering the ocean.
How much fishing gear is lost each year?
Annual gear-loss estimates measure a different question from the share of ocean plastic. The FAO reports that approximately 2% of fishing gear is lost each year, citing Richardson and colleagues’ 2022 study. In its 2022 review, the OECD reports several estimates with different gear categories and methods:

These figures cannot be converted directly into a percentage of ocean plastic. A gear-loss rate measures the fraction of fishing equipment lost over a period; a plastic-share estimate measures plastic found in a particular environment or estimated to be present in the ocean. Coverage also varies by gear type and whether abandonment and deliberate discarding are included.
Why fishing gear is lost—and why its effects can exceed its share
Gear can be lost through storms, wear, wildlife interactions, collisions or snags on underwater obstructions. It may also be discarded when suitable port reception is unavailable. Once lost or abandoned, gear can continue to threaten wildlife. The OECD says ghost gear causes the vast majority of entanglement cases, meaning its ecological harm can be disproportionate to its share by volume.

That impact matters when interpreting percentages: a smaller fraction of plastic by mass does not necessarily mean a small risk to animals. But the available estimates do not establish a single global total for the harm caused by ghost gear.
What the evidence can—and cannot—say
The IMO/GESAMP assessment says there is very little quantification of sea-based marine-litter sources and that total sea-based contributions cannot currently be estimated. The OECD likewise identifies sparse data on gear loss, discard and abandonment, alongside the absence of an agreed ghost-gear estimation method. As a result, a precise, settled percentage for fishing’s share of all ocean plastic is not established.

For scale only, an FAO webpage citing recent research reports 1–1.7 million tonnes of plastic waste entering the ocean annually. That is a general inflow estimate, not a fishing-specific total, and it should not be treated as a denominator that resolves the fishing-share estimates.

Prevention and recovery address different points in the problem. The evidence supports measures such as marking gear, providing port reception for unwanted equipment, retrieving lost gear and recycling it where feasible. Better global data on gear use, loss, abandonment and disposal are also needed to make estimates more comparable and identify where interventions can have the greatest effect.
