How Does Commercial Fishing Impact the Environment? Key Effects Explained

Commercial fishing’s environmental effects range from overfishing and bycatch to seabed disturbance, ghost gear and fuel emissions. The scale depends on species, gear, location and management.

Commercial fishing affects the environment mainly through removing wildlife, catching non-target species, disturbing some seafloor habitats, losing gear, and burning fuel. The severity is not the same everywhere: it depends on the target stock, gear, location, fishing pressure, monitoring, and enforcement. A well-managed fishery can reduce several harms, while a poorly managed one can compound them.

What environmental impacts come from commercial fishing?

Fishing is an interaction with an ecosystem, not just a way to harvest one species. The main pathways are connected but should be assessed separately:

  • removing target animals faster than their populations can replace them;
  • catching or injuring non-target animals (bycatch), including protected species;
  • discarding unwanted catch, some of which dies after release;
  • contacting and disturbing the seabed, especially with bottom-contact gear;
  • allowing lost nets, lines, pots, or traps to keep catching wildlife; and
  • using fuel for vessels, with additional energy use in processing, refrigeration, packaging, and transport.

These effects can occur together, but one cannot be inferred from another. A stock may be biologically sustainable while its fishery still has serious bycatch or habitat effects.

Target-stock depletion and food-web changes

Overfishing and an overfished stock are different

When fishing mortality is higher than a stock can withstand, the stock is subject to overfishing. If abundance falls below a biological threshold, the stock is considered overfished. Stock assessments estimate abundance and fishing intensity against reference points; managers use those results to set catch limits and rebuilding measures.

Removing predators, prey, or older breeders

Taking large numbers of a target species changes how much food is available to predators and how many prey animals remain. Removing particular sizes, ages, or sexes can also change reproduction and the structure of a population. The resulting food-web effects depend on the species and ecosystem, so a single global rule about “fishing” cannot describe every fishery.

Bycatch and discards

Bycatch includes more than unwanted fish

NOAA Fisheries defines bycatch as marine animals caught incidentally while fishing for another species. It can include fish, marine mammals, sea turtles, seabirds, and other animals, as well as mortality from direct encounters with vessels or gear that is not fully observed. Protected-species interactions can slow population recovery, while non-target catch can add unaccounted pressure to other stocks.

Why discards matter

Catch may be discarded because it is unwanted, unsaleable, below a legal size, or prohibited from retention. Release does not guarantee survival: animals may suffer injury, exhaustion, barotrauma, or predation. The proportion that survives varies with species, depth, handling, and gear.

A widely cited global estimate from FAO Fisheries Technical Paper 339 (1994) put annual commercial-fishery discards at 17.9–39.5 million tonnes, with a provisional average of 27.0 million tonnes. The authors reviewed more than 800 papers, but the estimate is over three decades old and must not be read as a current discard rate.

How bycatch is measured

Observers, electronic monitoring, logbooks, and voluntary surveys help estimate encounters and mortality. Results are less certain when coverage is sparse, reporting is inconsistent, or animals die unseen. Better measurement can reveal a problem without causing it; it can also show whether a mitigation measure is working.

Seafloor habitat and bottom trawling

What bottom trawls do

A bottom trawl is towed along the ocean floor. The net, doors, weights, sweeps, and other components herd and capture animals while contacting the seabed. This can resuspend sediment, remove or damage organisms living on or in the bottom, and alter habitat structure.

Why location and substrate change the outcome

Effects depend on gear design, tow frequency, bottom type, and local ecology. Soft sediments may recover differently from hard bottoms, and sensitive coral or other complex habitats can be damaged more persistently. Repeated disturbance can matter more than a single tow in places with slow-growing or fragile communities. NOAA’s trawling guidance therefore emphasizes local assessment rather than treating every trawl fishery as identical.

Lost fishing gear and “ghost fishing”

Nets, lines, pots, and traps that are abandoned, lost, or discarded can continue catching animals without anyone retrieving the catch. This is called ghost fishing. Derelict gear can trap fish and crustaceans, marine mammals, turtles, and seabirds; it can also abrade coral reefs and seagrass beds, create navigation hazards, and interfere with active fishing.

Risk depends on the gear, how long it remains functional, currents, and the habitat where it lands. Gear marking, retrieval programs, reporting of losses, and designs that reduce prolonged capture are prevention and response tools described by NOAA’s Marine Debris Program and FAO responsible-fishing guidance.

Fuel use, emissions, and the wider footprint

Vessel operations

Fishing vessels burn fuel for travel, searching, hauling, and refrigeration. Consumption varies with vessel size, engine, distance to grounds, target species, weather, and gear. Towing heavy gear through the water and along the seabed can require substantial power, but the evidence does not support one emissions figure for all commercial fishing.

From landing to the consumer

A full environmental comparison also includes onshore processing, freezing or ice, packaging, and transport. A vessel-only figure can therefore misrepresent the footprint of a seafood product. Comparisons should state which stages are included and the conditions under which measurements were made.

What current stock statistics do—and do not—show

Global assessment

FAO’s 2025 assessment covered 2,570 individual marine fish stocks and reported that nearly two-thirds were fished within biologically sustainable levels globally. This is a stock-status result. It does not mean that two-thirds of seafood has low bycatch, causes little habitat disturbance, or has low emissions.

United States reporting

NOAA Fisheries’ Status of Stocks 2024 report, released in 2025, said the number of U.S. stocks on the overfished list decreased significantly while the number on the overfishing list increased slightly. Those categories describe U.S. stock conditions and fishing pressure; they do not summarize every effect of every U.S. fishery, such as ghost gear or seabed contact.

How management can reduce harm

No measure is an automatic guarantee. Results depend on data quality, implementation, compliance, enforcement, and local ecological conditions.

For trawling, NOAA identifies area measures, gear changes, bycatch quotas, and effort limits among possible responses. A 2023 synthesis by Calderwood and colleagues concluded that technical and management changes can reduce impacts, while cautioning that comparisons with replacement food systems should be included when evaluating broad restrictions. That conclusion supports fishery-specific decisions, not a universal claim that every trawl fishery is sustainable or unsustainable.

How to compare two fisheries without oversimplifying

There is no single “best” fishing method in every place. A meaningful comparison uses the same questions for each fishery:

  1. Target stock: Is abundance healthy, and is fishing mortality below the relevant limit?
  2. Bycatch: Which species are caught or injured, how much survives release, and how reliable are the estimates?
  3. Seabed contact: Does the gear touch the bottom, what habitat is present, and how quickly can it recover?
  4. Lost gear: How likely is gear loss, and what happens if it remains in the water?
  5. Energy and climate: What fuel is used at sea, and are processing, cooling, packaging, and transport included?
  6. Governance: Are monitoring, limits, closures, reporting, and enforcement actually operating?

Looking at all six axes prevents a sustainable-stock label from being mistaken for a complete environmental assessment, and prevents a gear label from being treated as a verdict on every fishery using it.

Bottom line

Commercial fishing can deplete populations, disrupt food webs, kill non-target wildlife, disturb sensitive seabeds, create ghost-fishing debris, and produce fuel-related emissions. Those impacts are real but uneven. The most accurate judgment is fishery-specific: examine the stock, bycatch, habitat, lost gear, energy use, and management system together, then ask whether monitoring and corrective measures are reducing the documented risks.
