Where is Machias Seal Island?
Machias Seal Island sits in the Bay of Fundy, about 20 kilometres off Grand Manan, New Brunswick. Environment and Climate Change Canada describes it as roughly 550 metres long and 250 metres wide. Despite its small size, it is an important Gulf of Maine seabird nesting colony.
Why do Canada and the United States both claim the island?
The two countries have not resolved which holds sovereignty over Machias Seal Island. The available official sources establish the continuing competing claims and clarify what the 1984 court case decided, but they do not provide a balanced, complete account of each country’s historical legal arguments for title. It would therefore be misleading to present either side’s claim as conclusively established.
What did the International Court of Justice decide in 1984?
Canada and the United States brought a dispute over delimiting the Gulf of Maine continental shelf and fisheries zones to binding settlement. The International Court of Justice delivered its judgment on October 12, 1984, defining a maritime boundary within the area set out in the countries’ Special Agreement. The agreement and judgment kept a direct resolution of the Machias Seal Island and North Rock question separate from that case. The Court did not award the island to either country.

The distinction matters: a decision about where a maritime boundary runs is not automatically a decision about sovereignty over nearby land. The 1984 judgment resolved the specified boundary dispute, while leaving the island question open for the countries to resolve directly.
What does Canada’s presence on the island establish?
Fisheries and Oceans Canada administers the Machias Seal Island Migratory Bird Sanctuary, and Canada maintains an official presence there. That is evidence of Canadian administration, not a judicial ruling that settles sovereignty. The competing U.S. claim remains, so administration should not be confused with an agreed or court-decided outcome.

Why is Machias Seal Island important to puffins?
Environment and Climate Change Canada describes the island as home to one of the most southerly Atlantic puffin colonies and reports well over 1,000 pairs. This is the government profile’s estimate, not a newly conducted count; the page is undated. The figure should not be treated as evidence that puffin numbers are increasing or declining.
The sanctuary profile also reports that Arctic and common tern nesting numbers have declined, with reduced food availability among the contributing factors. That finding concerns terns, not puffins, and does not establish a trend in the puffin population.

Can visitors go to Machias Seal Island to see puffins?
Visits require permission from the land administrator, Fisheries and Oceans Canada. The sanctuary page names SeaWatch Tours and Bold Coast Charter Company as permitted operators. Its practical guidance says that nesting-season visits are available only through existing permitted operators; check directly for current schedules, booking arrangements and permit instructions.
Canadian regulations restrict entry to the sanctuary from June 1 through July 31 unless a person has a permit issued by the Minister. The regulation states: “no person shall enter the Machias Seal Island Bird Sanctuary in the Province of New Brunswick except under authority of a permit issued by the Minister.” This seasonal restriction and the requirement for administrator permission mean an independent visit is not a suitable assumption. Confirm current rules and arrangements before making plans.
