It does not contain developing embryos or “baby fish.”
What caviar is made from
CITES defines caviar as “The processed unfertilized eggs (roe) of Acipenseriformes species.” Acipenseriformes is the group that includes sturgeons and paddlefish. In ordinary usage, “caviar” most often means salted sturgeon roe.
The eggs are harvested from an ovary, separated from ovarian connective tissue and membranes, and cured with food-grade salt. Codex Alimentarius describes the covered granular sturgeon-caviar product as having a final salt level of 3–5 grams per 100 grams (Codex Alimentarius Commission, 2010).
Why caviar is not fertilized roe
Fertilization requires sperm. A fertilized fish egg can begin embryonic development under suitable conditions; the definitions of caviar instead specify processed, unfertilized eggs. Salting and handling preserve the roe as a food rather than maintaining eggs for hatching.

Codex allows ovulated eggs from aquacultured sturgeon in its standard. “Ovulated” means eggs released from the ovarian tissue for collection; it does not mean fertilized or embryonic. The standard still defines the product as caviar made from eggs, not developing offspring.
Does caviar contain baby fish?
No. Caviar contains eggs, not fish embryos. Because the roe is unfertilized, there is no developing fish inside each egg. The eggs are processed and salted before sale.

Are caviar eggs alive?
Caviar eggs are not fertilized and are not developing into fish. Once separated and cured with salt, they are a prepared food product. “Alive” is therefore not a useful description of ordinary commercial caviar: it is not viable embryonic roe being incubated for hatching.
How caviar is processed
- Egg sac is opened: The roe is removed from the fish’s ovary.
- Eggs are separated: Individual eggs are screened or worked free from membrane and connective tissue.
- Salt is added: Food-grade salt or brine cures the roe. NOAA describes this separation-and-curing process for caviar production.
- Product is packed: The salted granular roe is chilled and packaged for sale.
What fish do caviar eggs come from?
Strictly defined or sold without a species qualifier, caviar is associated with sturgeon and related Acipenseriformes fish. Sturgeon species traditionally used for caviar include beluga, osetra and sevruga types, although the name on a particular package should identify the species and source.

Is all fish roe caviar?
No. “Roe” is the broad term for fish eggs. Caviar is a narrower product category, traditionally salted sturgeon roe.

How labeling works
In the United States, FDA guidance says unqualified “caviar” should refer to sturgeon roe prepared by the special salting method. Roe from another species should identify that fish, as in “whitefish caviar.” Commercial sellers may also use phrases such as “salmon caviar” for named, non-sturgeon roe; that wording does not change the strict sturgeon definition.
