Tropical fish use the normal underwater natural-spawning system instead. A command, datapack, mod, or Bedrock add-on can create tropical-fish entities, but that is a custom setup—not a standard dungeon or mineshaft spawner.
Why a normal mob spawner will not produce tropical fish
Vanilla spawners are configured for particular mob types. Tropical fish are not among the entities produced by naturally generated spawners, so placing or finding a dungeon, mineshaft, or other standard spawner will not turn it into a fish generator. Changing the surrounding room to water does not change the spawner’s entity type.
If a video or world appears to have a “tropical-fish spawner,” it is likely using a command, datapack, mod, script, or Bedrock add-on. Those systems can create entities through custom rules, and their compatibility depends on the edition, game version, and pack.
Where tropical fish spawn naturally
Mojang’s tropical-fish guide says they appear in large groups in warm and lukewarm oceans and lush caves, and in mangrove swamps in Java Edition: Minecraft: Tropical Fish.

Java and Bedrock do not use identical spawning details. For Bedrock, Microsoft’s creator documentation describes underwater spawning as part of a cycle that checks conditions, valid locations, population caps, spawn weight, and spawn events. It classifies fish under the water-animal population type: Bedrock entity spawning deep dive.
Because these rules vary by edition and version, an exact height, player-distance requirement, or command should always be matched to the edition and version of the world. A commonly cited Bedrock summary places underwater natural spawns 12–32 blocks from the player; treat that distance as edition-specific rather than a universal Java rule.

How to get live tropical fish without a spawner
Find them in a suitable habitat
Search warm or lukewarm oceans and lush caves. In Java Edition, mangrove swamps are also listed as a habitat. Once you locate a fish, approach carefully rather than trying to force a spawner to work.
Capture one with a water bucket
Use a water bucket on a live tropical fish. Mojang specifically notes that a bucket lets you pick one up and transport it over longer distances. Release it into a prepared, water-filled enclosure at your destination.

Build a fish display or breeding-free holding tank
Tropical fish are transported individually in buckets; a custom tank can then hold the fish for display. This is a collection and transport method, not a renewable spawner mechanism.
Other vanilla ways to obtain tropical fish
| Method | Vanilla or customized | Result | Transportability | Main limitation |
|---|---|---|---|---|
| Natural spawning in warm/lukewarm oceans, lush caves, or (Java) mangrove swamps | Vanilla | Live tropical fish | Capture with a water bucket | Requires a suitable habitat and edition-specific spawn conditions |
| Bucket capture | Vanilla | Live tropical fish in a bucket | Highly transportable | You must first find a live fish |
| Defeating guardians or elder guardians | Vanilla | Dropped tropical-fish item | Item can be stored or moved | Does not provide a live fish for an aquarium |
| Fishing | Vanilla | Dropped tropical-fish item | Item can be stored or moved | Produces an item rather than a live fish |
| Command, datapack, mod, script, or Bedrock add-on | Customized | Usually an entity, depending on the system | Depends on the implementation | Edition, version, syntax, and pack compatibility must be checked |
Mojang lists defeating guardians and elder guardians, along with fishing, as additional ways to obtain tropical fish: Minecraft: Tropical Fish. Those routes are useful when you need the item form, but they do not replace bucket capture when your goal is a living fish.

Can you make a tropical-fish “farm” with a spawner?
Not with a naturally generated vanilla spawner. A practical vanilla collection setup is an accessible natural-spawn area, followed by bucket capture and transport. If you need repeated item drops rather than live fish, guardian-related mechanics or fishing are the relevant vanilla alternatives.
A custom fish farm is possible only when its creator supplies the spawning logic. Before using one, verify:

Troubleshooting: “Why aren’t tropical fish spawning?”
You are relying on a generated spawner
That is expected: the spawner is not a tropical-fish generator. Locate a valid natural habitat or install a clearly documented custom system.
You are using a custom pack
Check the pack’s supported edition and version, then confirm its entity identifier, spawn events, population settings, and required water conditions. Bedrock’s documented spawning cycle checks all of these categories, so a failure may be caused by a rule other than the visible spawner block.
You need a fish item, not a live fish
Use fishing or guardian and elder-guardian drops. A bucket captures a live fish and is the appropriate choice for transport or an aquarium.
Bottom line for Java and Bedrock
Java and Bedrock both distinguish tropical-fish natural spawning from the output of a normal generated spawner. Use the edition-specific habitat and spawning rules to find fish, then capture them with a water bucket. Treat any working “tropical-fish spawner” as customized content whose instructions must match your edition and version.
