If a neighbor’s unleashed dog runs through your yard while children are arriving for school, focus first on keeping people at a safe distance. Don’t approach or try to catch the dog. Once everyone is safe, make a calm, specific request that the neighbor secure it during drop-off; if the dog is loose now, someone is in immediate danger, or it keeps happening, contact the appropriate local animal-control agency. The incident alone does not establish that the dog is dangerous or that a law was broken.
What to do while the dog is loose
Keep children close and supervised, and do not approach an unfamiliar dog—even if it looks friendly or healthy. The CDC advises staying calm and still if a dog approaches, avoiding direct eye contact, and waiting for it to pass or slowly backing away. If needed, speak firmly. Do not run, scream, chase, corner, grab, or punish the dog.
Move to a safe place if you can do so without approaching the animal. If the dog is running loose, contact local animal control; if someone faces immediate danger, use the appropriate emergency channel in your area. You are not responsible for capturing the dog. Miami-Dade County’s guidance likewise recommends staying quiet and still, avoiding running or screaming, and calmly moving to safety (March 8, 2024 guidance).
Why school drop-off calls for attention
Children should be supervised around dogs, including dogs they know. The CDC says children are more likely than adults to be bitten and that injuries to children tend to be more severe. It also notes that many bites involving young children happen during ordinary activities with familiar dogs. Those general findings support caution; they do not show that this particular dog was aggressive or predict what it would do.

The CDC reports that nearly 1 in 5 people bitten by a dog requires medical attention. That is a statistic about dog bites generally, not an estimate of the risk posed by this dog or this incident.
How to ask the neighbor to control the dog
When there is no immediate danger, keep the request brief, factual, and focused on what needs to change. For example: “Your dog came through my yard during school drop-off. Children are here then. Please keep it secured and under control during that time.”

Describe what you observed rather than labeling the dog dangerous, assigning intent, or asserting that the neighbor broke the law. A calm request gives the neighbor a clear opportunity to address the problem without turning an unverified legal or behavioral claim into the focus.
What to do if it happens again
Write down the date and time, where the dog went, and what happened. Keep the notes factual; if you have relevant material such as a photo taken safely, ask animal control whether it is useful and how to submit it. Do not put yourself or a child closer to the dog to gather evidence.

Contact your local animal-control agency to ask how to report a roaming dog, which agency handles your address, and what information it needs. Reporting channels and enforcement responses vary by jurisdiction. If the dog is loose at that moment, report the active situation rather than waiting to assemble a history.
Whether the dog broke a leash or at-large rule depends on location
The incident does not, by itself, establish a legal violation. The applicable rule depends on the city or county and may turn on where the dog was—such as a public area, a shared common area, or private property—and how local law defines “at large.” Check the code or ask local animal control which rule applies before drawing a conclusion.

For example, Los Angeles County Animal Care and Control says its regulations apply in unincorporated areas and in some cities it serves; some contract cities may adjust Title 10. Under that county framework, dogs on public property or common areas of private property must be on a substantial leash no longer than six feet, and allowing dogs to run at large is unlawful. Those rules are not a nationwide standard (Los Angeles County Animal Regulations). Miami-Dade County’s 2024 release says dogs there in public must be leashed and advises owners to check fencing; that, too, is local guidance, not a rule for every community (Miami-Dade County Animal Services).

Wash the wound thoroughly with soap and water. The CDC advises seeking medical attention right away for a deep wound. Call emergency services if bleeding will not stop or the person feels faint or weak. Contact a healthcare provider if the wound is serious, becomes infected, the dog’s rabies vaccination status is unknown, or the person’s tetanus vaccination may be out of date. Report the bite to local animal control or police, especially if vaccination is unknown or the dog appears ill or behaves strangely (CDC dog-safety guidance).

Prevention belongs with the dog’s owner
For dog owners, preventing escapes and keeping a dog under control during busy times protects both the animal and the people nearby. The CDC and the American Veterinary Medical Association recommend leash use in public as a bite-prevention and control measure (CDC; AVMA). If a dog repeatedly gets loose, its owner can ask a qualified trainer or veterinary behavior professional for help. That does not change the immediate priority for a neighbor: keep children away, avoid handling the dog, and report an active or recurring roaming problem through local channels.
