Dogs are still welcome in the affected Wanneroo nature reserves, but they must be on a lead in the 18 areas covered by the final decision. The City says enforcement began on 1 April 2026. Scenic Park and Lake Joondalup Park were excluded, so they remain dog exercise areas. The final rule is narrower than the 20-area proposal announced earlier in 2025.
What did Wanneroo Council decide?
On 25 November 2025, the City of Wanneroo Council approved on-lead requirements for 18 reserve areas under section 31(1) of the Dog Act 1976. This is not a ban on dogs entering those places: dogs may still visit, but must remain on-lead in the designated areas. Which Wanneroo reserves require dogs to be on-lead?
The City’s final announcement names Lake Gnangara Park, Badgerup Reserve, Lake Adams, Koondoola Open Space & Reserve, Chancellor Park and Marangaroo Golf Course, Lake Joondalup Foreshore, Pinjar Park, Landsdale Park, Hepburn Park, Donnelly Park, Banyandah Park, Rotary Park, Studmaster Park, Panzano Park, Rosso Park, Solana Park, Quinns Foreshore Reserve, Poinciana Park and Kinsdale Park. Some names are grouped under a single reserve designation, so the list of named places does not necessarily correspond one-for-one with the City’s count of 18 areas.
Use the City’s current map and check signs at the site for the boundary that applies to your visit. A park name alone may not establish which parts are covered. The City’s dog guidance page provides general rules and reserve information: City of Wanneroo: dogs.

Can dogs still go off-lead at Scenic Park or Lake Joondalup Park?
Yes. Scenic Park and Lake Joondalup Park were left out of the final restrictions and remain dog exercise areas, according to the City’s announcement. This differs from the April 2025 proposal, which would have covered 20 areas and included Scenic Drive Park. The adopted measure covers 18 areas, not the proposed 20. Other off-lead options

Why did the City introduce the restrictions?
The City says the rules are intended to protect native wildlife in fragile natural areas and respond to community feedback. In reporting on the earlier proposal, PerthNow quoted a City report saying uncontrolled dogs may stress wildlife and can lead to attacks on birds, mammals and reptiles. Some dog walkers opposed the proposed changes, arguing that other off-lead parks did not offer the same exercise opportunity as the lakeside at Scenic Drive and pointing to the social and mental-health benefits they associate with off-lead exercise. What did the community consultation show?
In the City’s 2025 consultation, 493 respondents gave views on the proposal: 56% supported it, 10% neither agreed nor disagreed, and 34% did not support it. These are results among City respondents, not a poll of all Wanneroo residents. City of Wanneroo: consultation results

What should dog owners do before visiting?
- Check the City’s current dog and reserve map to see whether your destination, and the specific area you plan to use, is designated on-lead or as a dog exercise area.
- Follow signs at the reserve entrance and within the site; do not assume that a whole park has one rule based only on its name.
- Carry a lead in public places. The City’s general guidance says a person in control of a dog must carry one; in the affected reserve areas, keep the dog on-lead. City of Wanneroo: dogs
