Izumisano, a city in Osaka Prefecture, launched a dog-waste reporting app in 2015. Called Machi Repo Izumisano Osecho, it let residents photograph abandoned dog feces, attach GPS location data, and send the report to city officials.
It was not a nationwide Japanese app, and it did not automatically identify or fine dog owners. Instead, it gave Izumisano information officials could use to locate recurring problem areas, plan patrols, issue warnings, clean up waste, and enforce existing rules when an offender could be identified.
What the app actually did
Machi Repo roughly means “city report,” while Osecho was described in contemporary coverage as a local-dialect expression meaning “please tell me.” The app reportedly launched around August 30, 2015, as a smartphone reporting tool for Izumisano residents.
A user could photograph dog feces left in a public place and submit the image along with the location and GPS coordinates. The system was also intended for broader municipal complaints, including damaged roads and other infrastructure problems. Contemporary reporting described the app’s dog-waste and civic-reporting functions.

That makes the app better understood as a crowdsourced municipal-maintenance system than as a surveillance tool. Its value was the information it gathered: where waste was appearing, whether particular routes were recurring trouble spots, and where limited city resources might be most useful.
It reported the waste—not necessarily the owner
The headline can make the system sound more technologically aggressive than the available evidence supports. The app reported a photograph and a location. It was not described as using facial recognition, dog-owner databases, license-plate recognition, or automatic identification.
If a dog owner left before patrol staff arrived, a photograph could document the sanitation problem without proving who owned the dog or who failed to clean it up. A fine would therefore require ordinary enforcement work—such as observing a violation or otherwise identifying the responsible person—rather than being generated automatically by the app.
Meet Izumisano’s “poop G-Men”
Izumisano already had patrol personnel working on abandoned dog feces before the app was introduced. News coverage gave them the colorful nickname “uncollected poop G-Men,” but they were not a special police unit.

Their reported duties included:
- Patrolling locations where feces were repeatedly found or reported.
- Putting yellow warning cards or signs near abandoned waste.
- Cleaning up waste that remained.
- Speaking with violators when they could be identified.
- Supporting enforcement of the city’s dog-waste rules.
The app added a digital information layer to that existing approach. Residents could alert the city, while patrol staff could use patterns in the reports to decide where attention was needed.

What happened after a report was filed?
- A resident submitted a report. The report could include a photograph, location information, and GPS coordinates.
- The city received a record of the problem. The report documented where the waste had been seen, but did not by itself establish who left it.
- Repeated reports revealed hotspots. A cluster of reports could indicate that a particular street, park, or walking route needed more attention.
- Patrols or cleanup could be prioritized. Officials could adjust patrol routes and focus warning or cleanup work where the problem was recurring.
- Enforcement remained a separate step. A penalty was possible only when the responsible person could be identified and the applicable legal process was followed.
Importantly, a report was not necessarily an on-demand pickup request. Contemporary coverage said the city cautioned that filing a report would not guarantee immediate collection. The system was partly about planning and prevention, not simply dispatching a cleaner for every individual submission.
How much did it cost?
The 2015 coverage reported a development cost of 3.9 million yen for the app and accompanying website. It gave a contemporary conversion of approximately $32,350, but that dollar figure reflected exchange rates at the time. The yen amount and date are the more useful figures.
What was the penalty for abandoned dog feces?
Izumisano’s official information identifies a 10,000-yen administrative penalty for abandoned dog feces in public areas, according to a page updated October 1, 2014. The rule applied across public land in the city. The city’s process involved a correction order, with a penalty potentially following when the violation was not corrected. The city’s public-comment material describes that historical progression.
There is also a separate legal figure that should not be casually merged with the routine dog-feces penalty. Izumisano’s ordinance provides for a maximum of up to 20,000 yen for violating a correction order. That is a broader ordinance maximum, not proof that every dog-feces case automatically resulted in a 20,000-yen fine. Read the relevant ordinance.

Did the app reduce dog fouling?
The 2015 report said the number of locations where waste was collected had fallen from roughly 1,000 per month initially to approximately 200–300 per month after the city introduced patrols, warning signs, and enforcement measures.
That is an encouraging result for the broader campaign, but it is not evidence that the app alone caused the reduction. The app had only just launched, and the improvement followed several measures operating together. The more defensible conclusion is that Izumisano’s combination of visible patrols, warnings, penalties, cleanup, and resident reporting appeared to reduce the scale of the problem over time.

Dog waste is a localized problem. A city does not need the same level of patrol coverage on every street, but it may not know where the worst locations are without reports from residents.
A map-based reporting system can:
- Create a time-stamped photographic record.
- Give officials a more precise location than a general phone complaint.
- Reveal repeat problem areas.
- Help allocate patrol and cleanup resources.
- Make sanitation complaints part of the same workflow as reports about roads or other public infrastructure.
For residents, the practical benefit is not that an app magically catches an offender. It is that repeated, location-specific information can make an otherwise scattered nuisance visible to the municipality.
The system’s limits and risks
The technology also has obvious failure modes.
- No automatic identification: A photograph of feces generally cannot establish which person or dog was responsible.
- Missed timing: The owner may leave before patrol staff arrive, or the waste may be removed by someone else.
- GPS inaccuracies: Weak signals, tall buildings, or dense urban streets can make a location less precise.
- Duplicate reports: Multiple people may submit reports about the same waste.
- Outdated reports: Waste may be gone by the time officials review the submission.
- Privacy concerns: Photos may accidentally capture homes, vehicles, or people. Residents should report sanitation problems rather than publicly accuse or shame suspected owners.
- No guaranteed immediate pickup: Reports can inform priorities without creating a direct service promise.
These limitations explain why the app worked as one part of a civic system. It could improve visibility, but it could not replace patrols, legal procedures, or responsible behavior by dog owners.

The owner’s responsibility still matters
Izumisano’s current guidance tells dog owners to take feces home and dispose of it properly. The city does not frame ordinary dog walking as a service in which residents can leave waste for municipal workers to collect. The city’s current dog-waste guidance is available here.
That is the simplest practical lesson: reporting tools are a backstop for public cleanliness, not a substitute for carrying bags and cleaning up immediately.

However, the available research does not verify that Machi Repo Izumisano Osecho remains downloadable, supported, or operational in 2026. It should therefore be described as a 2015 city initiative—not as a currently available nationwide Japanese app.
The real lesson from Izumisano
Izumisano did not create a digital system that automatically tracked dog owners and issued fines. It tested a more modest and more realistic model:

Residents supplied location-based information; officials used it to plan patrols, warnings, cleanup, and possible enforcement.
That approach can make municipal work more targeted, but its success still depends on accurate reports, staff follow-through, legal due process, and owners who clean up after their dogs.
