Brazil’s first highly pathogenic avian influenza (HPAI) outbreak in a commercial poultry facility was confirmed on May 16, 2025, at a fertile-egg breeder farm in Montenegro, Rio Grande do Sul. Importers responded with restrictions, but not one universal ban: measures varied by country, product and the geographic area covered by Brazil’s health certificates. Later updates show substantial recovery, so the restrictions reported during 2025 should not be treated as the market position on September 27, 2026.
What happened at the Brazilian farm?
Brazil had reported HPAI in wild birds since May 15, 2023, without a commercial-plant outbreak. USDA dates the first commercial poultry detection to May 15, 2025; Brazil’s Ministry of Agriculture and Livestock (MAPA) announced it on May 16. The affected site was a breeder facility producing fertile eggs in Montenegro, in Rio Grande do Sul.
Brazil notified the World Organisation for Animal Health (WOAH) and trading partners. USDA later reported that culling and elimination of eggs at the premises were completed by May 18. The event ended Brazil’s previous status of having HPAI only in wild birds and triggered immediate reviews of import certificates.
Why the response was not one worldwide ban
Import controls were set through each buyer’s veterinary certificate and bilateral arrangement with Brazil. A restriction could cover all Brazilian poultry, only a state, or a defined zone around an outbreak. It could also apply to one product while allowing another to enter under conditions.

MAPA negotiated regionalization provisions into certificates with trading partners. Depending on the agreement, the eligible area could be defined by a kilometer radius, municipality or state. USDA noted in its September 2025 assessment that a complete public list of those agreements was not available.
What restrictions were reported during 2025?
USDA’s September 4, 2025 account described a mixed picture rather than a single global embargo. The European Union had lifted its suspension by that date. Some destinations still applied country-wide measures, while others limited controls to particular Brazilian states or zones. Japan’s local restrictions linked to backyard-flock outbreaks were separate from the May commercial-farm event.

News reports that Mexico, Chile and Uruguay halted poultry imports after the outbreak reflected decisions at that point in 2025. They do not, by themselves, establish what those countries allow in September 2026, or whether the same rule covers meat, eggs and processed goods.
How exports recovered
Despite the disruption, Brazil exported more than 3.2 million metric tons of chicken meat from January through August 2025, according to USDA. MAPA reported 3.28 million tonnes and US$6.15 billion in chicken-meat export revenue for the same period. MAPA also said the EU had reopened its market to Brazilian chicken and turkey meat.

Those figures are period totals, not a forecast or a measure of unrestricted access to every destination. Recovery depended on surveillance, eradication at the affected premises and acceptance of regionalized certificates.
What the latest disease-status reports show
USDA’s 2026 semi-annual report counted 187 HPAI cases in Brazil as of March 1, 2026:

The report recorded no active or under-investigation cases on that date and described Brazil as free of HPAI for commercial purposes. This is a dated status snapshot, not a live guarantee for every shipment or destination.
On March 26, 2026, MAPA extended Brazil’s national zoosanitary emergency because H5N1 was circulating among wild birds. That administrative extension does not, by itself, prove an active commercial-farm outbreak or identify a particular import ban.

What this means for exporters and buyers
Exporters
- Check the importing country’s current certificate, not a general “Brazil ban” headline.
- Confirm whether eligibility is based on the whole country, Rio Grande do Sul, another state, a municipality or a specified radius.
- Match the certificate to the exact commodity: fresh meat, frozen meat, eggs, live poultry or processed product.
- Keep flock, plant, movement and heat-treatment records that support the required certification.
Importers
- Use the latest official notice from the importing veterinary authority and MAPA before booking cargo.
- Check the rule’s effective date, transition provisions and whether consignments produced before a cutoff date are treated differently.
- Verify whether regionalization applies to the shipment’s production site or only to the outbreak zone.
WOAH identifies transparency, regionalization and biosecurity as measures that can keep affected countries participating safely in global markets. It also notes that some goods, including specified heat-treated poultry products, may be traded during an outbreak when they meet WOAH standards and import-certification controls.
Does the outbreak change food or human-health risk?
Trade restrictions are animal-health controls and should not be read as a blanket statement that Brazilian chicken is unsafe to eat. WOAH says human infection is usually sporadic and associated with particular exposure settings, especially close and repeated contact with infected birds or heavily contaminated environments. Poultry workers and people handling sick or dead birds should follow their public-health authority’s current protective guidance.
Can anyone give a current country-by-country ban list?
Not from the dated material available here. The latest detailed destination snapshot is USDA’s September 4, 2025 account; the later USDA report supplies disease status as of March 1, 2026, and MAPA’s emergency extension is dated March 26, 2026. Those sources do not resolve which countries restrict which Brazilian poultry products on September 27, 2026. A current importer-by-importer table requires a newly dated MAPA, WOAH/WAHIS or importing-country notice.
