The rules depend on the state, waterbody, sub-area, and date. Before fishing or keeping a fish, check the current regulations from the agency responsible for that exact location; NOAA says rules can change during the year and directs anglers to state regulations.
How striped bass regulations are set
Atlantic striped bass are managed through an interstate plan, with states putting local recreational rules into effect. NOAA describes state-water controls as minimum-size and bag limits, along with seasonal closures. The Atlantic States Marine Fisheries Commission (ASMFC) manages the coastal and estuarine fishery from Maine through Virginia and coastal North Carolina. North Carolina’s estuarine stocks are managed by the state as non-coastal migratory stocks under the Commission’s auspices.
That framework does not create one coastwide rule anglers can use everywhere. A bay, tributary, river reach, or nearby coastal area can have a different open season, slot limit, or gear restriction from the waters beside it.
What to check before you fish or keep a striped bass
Look up the rule for the specific waterbody and the day you plan to fish. Read the full regulation, not just a size limit or bag-limit summary.

- Identify the exact location. Check the state, waterbody, tributary, and any named sub-area. Note which side of a boundary line you will fish.
- Check whether fishing is open. A season may be open, catch-and-release only, or closed. Confirm whether targeting striped bass is allowed during the period you plan to fish.
- Check retention rules. Confirm the minimum and maximum total length, if a slot limit applies, and the daily possession limit.
- Read gear and bait restrictions. Regulations may specify hook type, trolling limits, or other conditions for particular waters or seasons.
- Recheck for updates. Look for emergency or in-season changes on the responsible agency’s current regulation page or dated notice. NOAA warns that rules may change during the year.
Catch-and-release is not automatically allowed whenever keeping a fish is prohibited. Maryland’s 2026 rules, for example, distinguish catch-and-release periods from closures when targeting or attempting to catch striped bass is illegal.
Federal waters: a separate offshore boundary
NOAA Fisheries says federal waters from 3 to 200 miles offshore are closed to commercial and recreational fishing for Atlantic striped bass. That distance describes NOAA’s federal-water area; it is not a substitute for checking local boundaries or regulations closer to shore.
NOAA’s Northeast/Mid-Atlantic regulations listing notes a limited allowance to transit with striped bass in some areas around Block Island, Rhode Island. Treat this as a narrow transit exception, not permission to fish offshore or a general right to carry fish through closed waters. Check the listing for the specific conditions before transiting with fish.
Maryland 2026 rules show why location matters
The following are dated Maryland examples, not rules for other states or inland fisheries. Maryland’s Chesapeake Bay and tributary rules differ from its Atlantic Coast rules, and certain Bay areas have their own table.

For Susquehanna Flats, the Lower Susquehanna River, and Northeast River, use Maryland DNR’s separate current table rather than applying the general Bay row. That table includes additional distinctions, including spring closures, barbless hooks when trolling in March, and a maximum number of trolling lines.
When a rule uses a length range, check both ends of the slot and measure the fish against the specified standard. A measuring board can help you check total length, but the regulation—not any particular tool—sets the legal measurement and limit.

An ASMFC board-packet table published in August 2025 describes state recreational measures under Addendum II to Amendment 7 as of May 1, 2024. It includes state and river-area differences and advises anglers to consult states about gear restrictions. Because it is a dated snapshot, it is useful for understanding the varied management structure, not as a live 2026 compliance chart.
NOAA Fisheries’ Atlantic Striped Bass page, updated September 2, 2026, reports 15 million pounds of recreational striped bass harvest in 2024. That is a coastwide harvest figure, not a daily bag limit or a population estimate.
