Yes—but whether you can target bluefin tuna, keep one, or sell one depends on where you fish and which fishery rules apply. In the United States, Atlantic recreational fishing requires the appropriate permit and is subject to size limits and changing closures; recreationally caught bluefin cannot be sold. England’s 2026 recreational fishery is permit-based and catch-and-release. Check the responsible fisheries authority’s current rules before you go.
What “fishing for bluefin” can mean
There is no single worldwide yes-or-no rule. The answer depends on the country and waters, whether the trip is recreational or commercial, the vessel’s permit category, the gear used, the fish’s size, and current season or area closures. Three separate questions matter:
- Can you target one? A fishery may be open to a permitted vessel or angler.
- Can you keep it? Retention can depend on size, daily or trip limits, and whether the fishery is open.
- Can you sell it? Commercial sale requires a separate legal basis; recreational catch does not automatically qualify.
The examples below cover U.S. Atlantic recreational and commercial fisheries, U.S. Pacific commercial management, and England’s 2026 program. They do not establish the rules for every country, U.S. state, or fishing area.
U.S. Atlantic recreational fishing: permits, sizes, and limits
For recreational harvest in federal waters and most covered state waters, NOAA generally requires an HMS Angling or Charter/Headboat permit. Tournament vessels may use an Atlantic Tunas General category permit. NOAA notes federal-management exceptions in Connecticut and Mississippi, so anglers should also check the applicable state rules.

NOAA’s recreational page listed the following limits as of September 30, 2026. The page says its recreational limits were last updated August 5, 2026; closures can change, so consult its current table before leaving.

Fish under 27 inches cannot be retained. The listed recreational trophy areas for fish 73 inches or longer were closed for the remainder of 2026. Curved fork length is measured along the curve of the body from the tip of the upper jaw to the fork of the tail.

These limits are per vessel per day or trip: taking a longer trip or making multiple trips in one day does not multiply the limit. NOAA also says a bluefin cannot be retained if a hammerhead shark is aboard or has been offloaded. For trophy fish, NOAA states a one-fish annual vessel limit irrespective of landing area or trip duration, but the listed trophy fisheries are closed for the rest of 2026.
Keeping a fish is not the same as selling it
NOAA states: “Recreationally-caught bluefin tuna may not be sold.” If releasing a fish, NOAA says it must be released without removing it from the water and in a way that maximizes its chance of survival. Follow the current handling and release requirements for the fishery you are in.

U.S. Atlantic commercial fishing is a separate fishery
Commercial access is divided into permit categories, each with its own retention rules. NOAA lists General, Harpoon, Longline, and Trap categories; a recreational permit does not authorize commercial fishing or sale. Commercial limits are not one universal number: they vary by category, season, and vessel endorsements. NOAA’s commercial table generally lists a 73-inch curved-fork-length minimum. Longline vessels also need a Swordfish Directed or Swordfish Incidental permit.
As of NOAA’s September 28, 2026 status page, the General category’s September period had closed on September 24. Its next listed period, October–November, was scheduled to open October 1. Harpoon was listed closed July 17, while Longline and Trap were listed open. A September 25, 2026 Federal Register notice said the September closure applied for the remainder of that period and the fishery would reopen automatically on October 1. These are dated status details, not a guarantee of current access: check NOAA’s live category table for in-season changes before fishing.

The UK details are specific to the 2026 programs described by the MMO. Do not apply them to another year, to Northern Irish waters, or to another country without checking that authority’s rules.

- Pin down the jurisdiction. Identify the country, state, and exact waters where you will fish; adjacent waters can have different rules.
- Decide whether the trip is recreational or commercial. If you intend to sell catch, confirm that the vessel and permit category authorize commercial retention and sale.
- Verify the vessel’s permit category. For a U.S. Atlantic charter, ask which HMS permit category applies and check NOAA’s current recreational or commercial status table as appropriate.
- Check sizes, limits, and closures on the day of the trip. Confirm the relevant size measurement, area, season, and vessel limit with the responsible authority. A recent status snapshot may already have changed.
- Confirm release and handling obligations. If you may need to release a fish, know the applicable rules before fishing and follow them at the water.
Does bluefin fishing require special gear?
Rod-and-reel gear is explicitly used in bluefin fisheries, but the regulations cited here do not establish one universally suitable rod, reel, line class, or setup. Gear depends on the permitted fishery and method. A heavy-duty conventional tuna rod and reel may be relevant for some rod-and-reel trips, but equipment does not provide fishing rights or override permit, size, and closure rules. If booking a charter, verify the vessel’s permit and current fishery status rather than assuming the gear or booking itself establishes legal access.

What the quota-bycatch statistic does—and does not—say
NOAA says its Individual Bluefin Tuna Quota Program reduced average annual bluefin bycatch by 65 percent compared with the three years before the program, equivalent to about 330,000 pounds per year. The cited passage does not state a publication year for that comparison. Treat it as a historical program comparison, not a measurement of 2026 fishing or a guarantee about any individual trip.
