Generally, yes: Canadian Food Inspection Agency (CFIA) guidance says aquatic animals that are not on its susceptible-species list do not need an Aquatic Animal Health Import Permit. The list checked does not name Betta splendens, the common aquarium betta. You must still declare the fish, carry specified information about it and the importer and exporter, and check the shipment-specific requirements in CFIA’s Automated Import Reference System (AIRS) before travelling. Species identification and import conditions matter, so this is not a guarantee of border clearance.
What to do before crossing the border
- Confirm the species. If your fish is a typical aquarium betta, check that its scientific name is Betta splendens. CFIA uses scientific names in its susceptible-species list and cautions that common names can vary. Check CFIA’s aquatic animal import guidance and susceptible-species list.
- Look up your exact import in AIRS. Check the fish’s species, US origin, commodity and personal-use purpose. CFIA identifies AIRS as the place to verify current import requirements; conditions can change with country disease status and other import criteria. Recheck close to departure. If the result is unclear, contact a CFIA Animal Health Office before travelling.
- Prepare the required accompanying information. Have the importer’s and exporter’s names and addresses, the fish’s taxonomic name and life stage, the quantity if importing more than one, the country of birth or germplasm origin, and whether the fish is captive or wild.
- Declare the fish when you enter Canada. CFIA says aquatic animals brought into Canada must be declared. Follow the border officer’s directions and present your fish and accompanying information.
Does a betta need an import permit?
CFIA says aquatic animals that are not susceptible to Canadian diseases of concern do not need an Aquatic Animal Health Import Permit, though the specified accompanying information is still required. The susceptible-species list checked for this article does not include Betta splendens. That supports a qualified expectation that an ordinary betta of this species does not need that permit; it does not replace the AIRS lookup for the particular trip.
CFIA’s traveller guidance describes limited personal-use allowances for certain dead, uneviscerated finfish, crustaceans and molluscs. Those limits are not a general allowance for live finfish and should not be used to assume that a live betta can enter without meeting the applicable import rules. Why the pet-fish exemption does not apply to bettas
CFIA has a separate permit exemption for personal pet aquatic animals, but it applies only to twelve named susceptible finfish species—not to every fish kept in a home aquarium. Betta splendens is not among them, so do not rely on this exemption for a betta.

The named species are Barbonymus gonionotus, Carassius auratus, Colisa lalia, Danio rerio, Glossogobius giuris, Osphronemus goramy, Oxyeleotris marmorata, Puntius sophore, Symphysodon discus, Toxotes chatareus, Trichogaster pectoralis and Trichogaster trichopterus. For those listed fish, the exemption has conditions: the owner must accompany or collect the animal at entry, establish identity and ownership, attest that it has not been taken to an overseas show or display, keep it in the household aquarium, prevent exposure to other aquatic animals for one year, wait 90 days before importing another listed pet fish, retain import records and submit CFIA’s Importer’s Declaration of Ownership for Pet Aquatic Animals Form at entry. These are conditions of that specific exemption, not extra rules for bettas. Details are on CFIA’s pet aquatic animal guidance.
What can change the answer
The permit and documentation rules depend on more than the fish’s common name. CFIA’s requirements can turn on the scientific species, country of origin, commodity and intended use, as well as current import conditions. The general guidance and the absence of Betta splendens from the susceptible-species list are useful starting points, not a shipment-specific authorization. Use AIRS for your circumstances and do not assume a fish is admissible until you have checked the current result.
