It depends on the store and on whether your dog is a pet or a service animal. Walmart says it does not allow pets, Costco’s warehouse rules exclude animals unless required by law, and Lowe’s welcomes pets under its control and cleanup guidance. Those examples are not a complete directory: check the current policy of the specific retailer and, when needed, the local store before bringing an ordinary pet. A qualifying service dog is treated differently under the Americans with Disabilities Act (ADA).
Can you bring a dog into a grocery store?
There is no single U.S. rule that makes ordinary pet dogs welcome in every grocery store or retailer. Each retailer’s published policy matters, and a dog being present in a store does not prove that ordinary pets are allowed. A vest, certificate, or shopper’s claim does not establish that a dog qualifies as an ADA service animal, either.
The verified examples below show why it is important to check rather than assume. They are examples of published policies, not a comprehensive list of grocery chains or retailers.

State and local rules may also affect food-retail settings, but the examples here do not establish a jurisdiction-by-jurisdiction rule. Do not assume that one nationwide grocery ban determines every store’s pet policy.

Which stores allow ordinary pet dogs?
Walmart
Walmart’s corporate FAQ says, “We do not allow pets in our stores.” It distinguishes pets from service animals as defined by the ADA. That statement is evidence of Walmart’s published policy, not a rule for other supermarkets or mass retailers. Read Walmart’s animal policy.
Costco
Costco’s published membership conditions state, “Animals are not permitted in Costco warehouses unless required by law.” The rule is about Costco warehouses and includes the legal exception; it should not be generalized into a policy for every retailer. Read Costco’s membership conditions.

Lowe’s
Lowe’s says it is a pet-friendly store and welcomes pets as well as service animals. Its guidance calls for a dog to remain under control—for example, walking calmly beside the handler, or being harnessed, leashed, or carried. Owners are responsible for cleanup. Disruptive behavior may result in the handler being asked to leave. Read Lowe’s Pet Policy.
Lowe’s and Petco announced a shop-in-shop concept at participating Lowe’s locations in 2022. That announcement described Lowe’s as having a longstanding open-door policy to pets, but it does not establish which participating Petco-in-Lowe’s locations remain active today. How service-dog access differs from pet permission
An ADA service animal is a dog individually trained to do work or perform tasks related to a person’s disability. A dog whose presence provides comfort alone does not qualify on that basis. The U.S. Department of Justice says businesses open to the public generally must allow service animals in places where customers may go, even when ordinary pets are not allowed. That legal access is not the same as a retailer choosing to welcome pet dogs. The ADA does not turn an ordinary pet into a service animal, and a pet-friendly policy such as Lowe’s does not change the rules for other stores.

Vests, certificates, and questions from a business
A service dog does not have to wear a vest or carry certification or other identification under DOJ guidance. When it is not apparent that a dog is a service animal, a covered business may ask whether the dog is required because of a disability and what work or task it has been trained to perform. It may not ask about the person’s disability or demand certification or medical documentation. Read the ADA’s service-animal FAQ.
Control, housebreaking, and removal
Under the ADA’s Title III regulations, a business may generally require a service dog to be harnessed, leashed, or tethered. If that would interfere with the dog’s work or the person’s disability prevents using the device, the dog must remain under other effective control. A business may ask that a dog be removed if it is out of control and the handler does not take effective action, or if it is not housebroken. See the Title III regulations.

Shopping carts
A service dog generally must stay on the floor or be carried by its handler, according to DOJ’s FAQ. That guidance concerns ADA service-animal access; it does not establish a universal pet-in-cart rule. For an ordinary pet, the retailer’s own policy and applicable local rules govern. - Decide which rules apply. If your dog is an ordinary pet, look for the retailer’s current pet policy. If it is a service dog, review the ADA guidance on service-animal access.
- Check the retailer’s official information. Search its current policy or customer-help pages; do not infer permission from a dog you saw in a store or from a social-media post.
- Ask the specific location if the policy is unclear. This is especially useful when you cannot tell whether a chain-wide statement applies to the store you plan to visit.
- Follow the store’s handling rules. At Lowe’s, for example, that means keeping the dog under control and cleaning up after it. A leash is a practical option for a pet-friendly visit, but it does not override a no-pets policy elsewhere.
Retail policies can change, so use current official information rather than assuming a past visit or an older announcement still applies.
