An Ontario veterinarian received a six-week licence suspension after admitting professional misconduct in a case involving a cat whose right ovary and uterine horn were left behind during a spay, according to BarrieToday’s October 3, 2026 report. The College of Veterinarians of Ontario discipline committee also ordered a public reprimand, education and mentorship, assessment, peer record reviews and $5,000 in College costs.
What happened during the cat’s spay?
In January 2019, Dr. Kimberley Kosari was hired to spay a cat and provide vaccinations. She picked up the cat from the owner’s home and took it away for the procedure. BarrieToday reported that she did not tell the owner where the surgery would take place, or that she had not removed the cat’s right ovary and uterine horn.
Months later, the cat developed abnormal symptoms. Kosari reportedly suggested that the cat could be in heat because of an ovarian remnant and proposed exploratory surgery. The owner sought a second opinion. Another veterinarian performed an exploratory laparotomy, found the right ovary and uterine horn still present, and removed them.
What did the discipline committee decide?
The College of Veterinarians of Ontario hearing took place on September 28, 2026. BarrieToday reported that Kosari admitted the factual allegations and that her conduct constituted professional misconduct. The reported grounds included failure to meet minimum veterinary facility standards, failure to maintain the professional standard of practice, failure to keep records required by regulation, and conduct described in the report as “disgraceful, dishonourable or unprofessional.”

The report says Kosari had no record or recollection of where she performed the first surgery, and that none of the accredited facilities with which she had an agreement had a record of it. She told the committee that she kept veterinary records in a box in her basement and that a flood in 2022 destroyed them.
What were the consequences?
- Six-week licence suspension and a public reprimand.
- Education, mentorship and assessment requirements, along with participation in up to three peer record reviews.
- $5,000 in College costs, payable within 90 days.
- $1,041 reimbursed to the owner for the original spay, exploratory surgery, ultrasound and second spay. BarrieToday also reported that Kosari apologized to the owner.
