The dogs must not be released back at the same premises. A judgment on May 19, 2026 left those directions in force and upheld their application, through the Animal Welfare Board of India (AWBI) framework, to comparable high-footfall public places.
What the Supreme Court ordered on November 7, 2025
The directions apply across the territories of every State and Union Territory, with the Union responsible for institutions under its control. They concern dogs found within specified premises, not every street dog in every neighbourhood.

The Court said the measures address dog-bite incidents in institutional areas “in the interest of public safety, health, and management of stray dogs.”

What authorities and institutions must do
Identify covered premises
State and Union Territory governments, acting through local or municipal authorities, must identify the listed government and private institutions within two weeks of the November 7 order. The Union must do the same for institutions under its control.
Secure entrances and boundaries
Each identified institution is to be secured with adequate fencing, boundary walls, gates or other necessary measures, preferably within eight weeks. The purpose is to stop dogs entering or settling inside, rather than relying only on repeated capture.

Assign a responsible officer
Management at each institution must designate a nodal officer responsible for cleanliness and for ensuring that dogs do not enter or inhabit the premises. The officer’s details must be displayed and notified to the relevant municipal body.
Inspect regularly
The jurisdictional municipal body or authority, including panchayats where applicable, must inspect covered premises at least once every three months.

Remove, treat and shelter dogs
When dogs are found on covered premises, the responsible municipal authority must remove them and place them in designated shelters after sterilisation and vaccination under the Animal Birth Control Rules, 2023. Unlike the general street-dog arrangement, the institutional order prohibits release back to the location where the dog was picked up.
Maintain rabies-response supplies
Hospitals must keep anti-rabies vaccine and immunoglobulin available. The order treats immediate medical capacity as part of the institutional safety response.

Educate students and staff
Schools and other educational institutions are to conduct awareness sessions on preventive behaviour around animals, bite first aid and immediate reporting of incidents.
Remove food attractants
Railway authorities, transport corporations and municipalities must secure transport facilities and manage waste so that discarded food does not attract animals into stations, bus facilities or depots.

How the institutional rule differs from ordinary street-dog management
The Supreme Court’s August 22, 2025 directions on general street-dog management generally contemplated returning a sterilised, dewormed and vaccinated dog to the locality where it was picked up. That framework has exceptions for dogs that are rabid or suspected to be rabid, and for dogs displaying aggressive behaviour.
The November 7 order is narrower geographically but stricter at the named premises: a dog removed from a school, hospital, railway station, bus facility or other covered site cannot be returned to that same institutional location. It should therefore not be described as an order to permanently remove every street dog from every locality.
What changed after the May 19, 2026 judgment
On May 19, 2026, the Supreme Court dismissed applications seeking to modify, clarify, recall, vacate or stay the November directions. The removal and non-return requirements consequently remained operative.
The judgment also upheld the AWBI’s uniform standard operating procedures (SOPs), issued on November 27, 2025, for comparable high-footfall public spaces. The framework can therefore extend beyond the examples listed in the November order to places such as parks, religious sites and tourist locations when the SOP framework applies. This does not mean that every private property automatically carries an identical duty; the applicable order or SOP determines the site’s obligations.

What the order does—and does not—establish
- It establishes duties for governments, municipal bodies, panchayats, institutional managements and transport authorities at covered sites.
- It sets procedural periods: two weeks for identification, preferably eight weeks for securing premises, quarterly inspections and specified compliance reporting within eight weeks.
- It links removal to sterilisation, vaccination and designated shelter placement under the 2023 ABC Rules, rather than authorising indiscriminate relocation.
- It does not, by itself, provide a current state-by-state account of compliance.
- The court materials cited for these directions do not establish a national dog-bite rate, rabies total, shelter-capacity figure or measured implementation outcome.
What remains uncertain on the ground
The judgments impose the framework and deadlines, but the available court materials do not verify whether a particular school, station or hospital has completed fencing, appointed and displayed a nodal officer, maintained vaccine supplies, conducted inspections or transferred removed dogs to a functioning shelter. Those questions require current, attributable information from the relevant municipality, institution, railway authority or State or Union Territory government.
