There is no single checklist that can reliably identify the perfect pet adopter. In her February 18, 2026 article for Best Friends Animal Society, CEO Julie Castle argues that shelters should use applications to start a conversation—not as an automatic reason to reject someone whose answers are incomplete or imperfect. That does not mean ignoring a pet’s safety or needs; it means finding out what the answers actually mean before deciding whether a match can work.
What the “Perfect Adopter” myth means
The “Perfect Adopter” is Castle’s name for an imagined applicant who meets every ideal expectation on paper. The problem is not having standards. It is treating a form as if it can predict a successful relationship by itself, or allowing a checklist to end consideration before the shelter has spoken with the person.

An application is a limited snapshot. It can flag something worth clarifying, but it cannot explain an applicant’s circumstances, show how they respond to a pet’s needs, or reveal whether a concern is simply a difficulty with paperwork. Castle puts the point this way: “The Perfect Adopter myth becomes a problem when we let a checklist get in the way of having a conversation.”
How one follow-up call changed a puppy’s path
In the example Castle recounts, Animal A.I.D. of Mississippi secretary Anne Williford noticed answers that might previously have led the group to reject a puppy applicant. Instead, she called the family. “It was immediately clear that they were wonderful dog lovers who just weren’t great at filling out forms,” Williford said.

The group arranged a meet-and-greet. The family’s son bonded with the puppy, Claire, who became Tilly. It is an anecdote, not proof that any particular screening policy produces better outcomes. It does show what a conversation can uncover: an apparent concern in an application may be a process problem rather than a sign that a home is unsuitable.
What conversation-based adoption changes
In a more restrictive process, fixed criteria and form answers may determine whether an applicant advances. In a conversation-based process, staff or volunteers can ask about an unclear answer, explain the individual animal’s needs, and discuss how the household might meet them. Sue Cosby, Best Friends senior director of lifesaving centers, describes the approach as “conducting conversation-based adoptions, because you can’t successfully match people and pets if you don’t talk to them.”

The distinction is not between caring about animal welfare and ignoring it. A conversation gives a shelter more context for deciding whether a particular animal’s needs and a particular home are compatible. If a concern remains after discussion, the shelter can take that concern seriously; the case for conversation is that the decision should rest on what is learned, not on an unexamined assumption.
Why support should continue after adoption
A good match is not the end of a shelter’s relationship with an adopter. The 2021 Best Friends feature quotes Jacksonville Humane Society COO Lawrence Nicholas: “The adoption process should be the start of the relationship, not the end.” Continued communication can give adopters a way to ask for help as they settle in with their pet, rather than leaving them to navigate difficulties alone.

What Best Friends reports about its process changes
Castle reports that Best Friends’ Sanctuary moved puppies to a more public-facing building and removed an appointment requirement. Best Friends says the changes were followed by a 10-day shortening in average puppy stay and a 53% increase in monthly puppy intake. The article does not specify the measurement period or calculation method, and it does not establish whether other changes contributed. These are figures reported by Best Friends, not independently verified estimates that the process changes alone caused the outcomes.

The examples and organizational accounts make a practical case for asking questions before rejecting applicants whose paperwork raises non-alarming uncertainties. They do not establish that every applicant is suitable, that safeguards are unnecessary, or that open adoption procedures produce a particular return rate or placement success rate. Cat Care Society’s February 2026 account refers to research and best-practice models, but the passage available does not identify the underlying study sufficiently to assess its findings independently.

For shelters and rescues, the useful middle ground is clear: keep the animal’s needs in view, treat a form as a starting point, and follow up when an answer needs context. For prospective adopters, an imperfect application is not necessarily the end of the conversation; being ready to discuss the pet’s needs and your household can help clarify whether the match is workable.
