Bluegill and other sunfish, catfish, and carp have all been documented taking pieces of hot dog used as fishing bait. Cut the pieces to suit the target fish; this is an improvised bait, not a suitable regular diet for pet or aquarium fish.

Texas Parks and Wildlife Department angler-education guidance recommends pea-size pieces for sunfish. A Pennsylvania Fish and Boat Commission fact sheet likewise reports success with small pieces for bluegills. The latter notes that small pieces have been used as grocery-store bait, unlike a whole hot dog presented to imitate a plug. Catfish and carp
The Texas guidance also describes hot-dog pieces for channel catfish, carp, and buffalo. A University of Missouri Extension 4-H handout includes a hot-dog-chunk recipe targeting channel catfish, blue catfish, and bullheads. How big should the hot-dog piece be?
Match the bait roughly to the fish and tackle. Texas Parks and Wildlife Department offers these general, practical suggestions:

These are tips, not universal specifications or proven optimal sizes. Cut a piece and thread it onto a hook. The Texas guidance says to cover the hook point for sunfish; the Missouri catfish recipe says to leave the barb exposed. Since those instructions differ, there is no single hook-point rule established for every fish or rig. Handle hooks carefully and follow local fishing rules.
Does this mean hot dogs are good food for fish?
No. The cited material is about catching fish with bait; it does not establish that hot dogs provide appropriate nutrition as a regular food. Do not treat a fish taking a bait as evidence that the food is healthy for it. These sources also do not document hot dogs as bait for every species anglers catch: for example, Texas A&M AgriLife discusses baitfish used for species such as crappie, largemouth bass, and walleye, but does not say those fish take hot dogs. Check bait rules where you fish
Bait restrictions can vary by location and target species. The guidance cited here does not establish whether hot dogs are legal in any particular water, so check the current rules that apply to your fishing location before using them.
