Public-health officials may arrange to observe the dog. Whether the owner is legally responsible depends on the state, local law, and circumstances of the bite.
What to do immediately after a dog bite
- Wash the wound. Clean it promptly with soap and water. If rabies exposure is possible, CDC advises washing the wound for 15 minutes.
- Control bleeding. For a deep wound, apply pressure with a clean, dry cloth while arranging medical attention.
- Get medical advice when needed. Seek care promptly for a deep or serious wound, possible infection, uncertain rabies vaccination status, or if your last tetanus shot was more than five years ago. Uncontrolled bleeding, extreme pain, or loss of function warrants urgent medical attention; call emergency services if bleeding will not stop or you feel faint or weak.
- For a minor wound, finish basic care. CDC recommends applying antibiotic cream and covering the wound with a clean bandage after washing it.
- Share what you know. Tell the healthcare provider or public-health official about the dog, the circumstances, and any vaccination information you can obtain.
Watch for infection
Redness, pain, swelling, or fever can be signs of infection. Get medical advice if these symptoms develop.
How rabies risk and shots are assessed
A dog bite does not automatically mean rabies shots are needed. A healthcare provider or public-health professional familiar with rabies assesses the animal and the circumstances of the exposure and advises whether post-exposure prophylaxis (PEP) is indicated. Contact one promptly rather than deciding based only on the dog’s reported vaccination status.
When PEP is indicated, CDC describes it as wound care, human rabies immune globulin, and rabies vaccine. The public-health assessment also helps determine what should happen to the animal. Do not delay contacting a professional while trying to make that assessment yourself.

CDC’s 2025 figures concern animal bites generally, not dog bites alone: more than four million Americans report animal bites each year, and more than one million receive rabies-related medical care from local or state health departments.
Who to report the bite to and what information to gather
CDC advises reporting dog bites to local animal control or police. Reporting is especially important when the dog’s rabies vaccination status is unknown, or the animal appears sick or is behaving unusually. Local reporting procedures vary, so contact the relevant local agency for instructions.

If it is safe and possible, obtain the owner’s name and contact information and the dog’s rabies vaccination details, including the veterinarian and vaccine license information. Pass relevant details to the healthcare provider or public-health authority. Do not try to handle an animal that may have rabies yourself.
What may happen to the dog
Under CDC veterinary guidance, a healthy dog, cat, or ferret that has exposed a person is generally confined and observed for 10 days in coordination with public-health authorities. Local officials direct how the observation is carried out. If the animal becomes ill during that period, notify the local health department.

The observation period is a public-health measure, not a substitute for having a professional assess the person’s exposure. Follow the instructions of local health or animal-control officials; handling and next steps can depend on the circumstances and local direction.

There is no single U.S. rule for dog-bite liability. State statutes and common-law rules differ, and more than one legal theory may be available in some places. A general legal overview cannot determine the outcome of an individual claim; the incident’s location and current state and local law matter.

These frameworks are not mutually exclusive everywhere. Relevant facts can include where the bite occurred, whether the injured person was lawfully present, the person’s status at the location, provocation, prior incidents, and statutory or local exceptions. Nolo’s legal overview describes common approaches, but it is secondary guidance rather than a substitute for checking current law or obtaining local legal advice.
South Carolina example—not a nationwide rule
South Carolina law provides one example of a statutory approach: its statute makes an owner or person keeping a dog liable for damages when the dog bites or attacks someone in a public place or while the person is lawfully in a private place, subject to the statute’s provisions and exceptions. The result elsewhere may differ.

For an individual incident, identify the state and locality where it happened, preserve relevant records, and consult a lawyer licensed there if the injury is serious or responsibility is disputed. The applicable statute and facts—not a general summary of dog-bite law—determine whether a claim is available.
