Thermal pollution harms fish when human-caused heat changes a waterway’s temperature beyond what its fish can tolerate. Warmer water holds less dissolved oxygen, while fish also experience temperature-related changes in their oxygen needs and other body processes. Depending on the species and exposure, the result can range from stress and disrupted behavior to loss of equilibrium or death.
What is thermal pollution?
Thermal pollution is a human-caused heat input that alters the natural temperature conditions of a water body. Heated cooling water discharged by a power plant or manufacturing facility is one example. Water temperature also changes naturally with seasons, weather, flow, and location, so a warm reading by itself does not establish that pollution has occurred.
Why does warmer water put fish under stress?
It holds less dissolved oxygen
As water warms, its capacity to hold dissolved oxygen decreases. Fish need dissolved oxygen to breathe, and low oxygen can impair aquatic life or contribute to fish kills. Temperature and oxygen therefore need to be considered together: warming can reduce oxygen availability while fish are also responding physiologically to the heat. The U.S. Geological Survey explains the relationship between warm water and oxygen in its fish-kill explainer; the U.S. Environmental Protection Agency discusses oxygen solubility and biological effects in its dissolved-oxygen assessment.
It affects fish physiology
Temperature influences biological processes such as respiration, growth, and reproduction. If conditions become sufficiently stressful, fish may lose equilibrium and die. The point at which a particular fish is affected depends on the species and the circumstances; there is no single temperature that is harmful to every fish in every water body. The USGS describes temperature’s relationship to biological rates and species-specific limits in its assessment of U.S. water-quality conditions from 2010–20.

It can disrupt behavior and aquatic communities
A changed thermal regime can affect where fish gather and when they spawn or migrate. A thermal discharge may also alter aquatic community structure, and abrupt exposure can cause thermal-shock mortality. These are possible outcomes, not inevitable effects of every discharge; the result depends on the site and the fish’s exposure. The EPA discusses these impacts in its 2014 biological opinion on cooling-water intakes.
Why don’t all fish respond the same way?
Thermal tolerance varies across species and populations, and it can also vary with life stage, acclimation history, the size and speed of a temperature change, and how long exposure lasts. Dissolved oxygen, other water-quality stressors, and access to cooler refuges can further shape the risk.

A USGS laboratory study published January 21, 2022, estimated critical thermal maxima from 32.43°C to 38.26°C for 17 stream fishes: 15 species plus two genetically distinct juvenile Smallmouth Bass populations. In those trials, fish were acclimated to 20°C or 25°C, dissolved oxygen was kept above 6 mg/L, and water temperature rose by 2°C per hour until fish lost equilibrium. The study found differences among taxonomic groups, species, and the two bass populations. These are results under specified laboratory conditions—not a universal lethal range, a safe limit, or a water-quality standard. See the full USGS critical thermal maximum study.
Does warm water explain a fish kill?
Not on its own. Temperature and dissolved-oxygen measurements help describe conditions, but neither a thermometer reading nor low oxygen alone proves that heat caused fish deaths. Fish kills can have multiple causes, and similar effects may arise from other water-quality or habitat stressors. EPA also notes that dissolved oxygen varies across places and times, making context important; its riverscape assessment discusses oxygen patterns, fish, and monitoring data.

To interpret an observation, consider when and where it was taken, the fish species and life stages present, water flow, dissolved oxygen, and other possible stressors. Temperature and oxygen sensors can help characterize conditions, but establishing a cause requires more than a single reading.
