Mumbai’s dispute is a collision between two immediate concerns: residents who fear droppings, crowding and possible respiratory risks, and feeders who see pigeon feeding as compassion toward living beings, a practice with particular religious and community meaning for many people. The Brihanmumbai Municipal Corporation (BMC) imposed the public-space restriction; the Bombay High Court’s order of 7 August 2025 left that decision standing while opening a route to seek a controlled arrangement.
Why has Mumbai banned feeding pigeons?
The BMC’s stated case was principally about public health and sanitation around kabutarkhanas and other feeding spots. Medical opinions placed before the Bombay High Court described possible lung-health effects from repeated exposure to pigeon droppings and from large congregations of birds, with particular concern for susceptible people. Those were submissions in the proceedings, not a final medical finding by the court.
The High Court said it was not equipped to settle the medical evidence itself and moved toward expert review. Its 7 August 2025 order nevertheless made the legal position clear at that point: “the ban imposed by the Municipal Corporation to feed pigeons in public spaces very much stands.” The court did not create the BMC’s ban; it reviewed challenges to the municipal decision.
Why are neighbours divided over the pigeon-feeding ban?
Residents worried about exposure
People living or working beside feeding sites can face accumulated droppings, feathers, odour, cleaning problems and crowds. In the court record, chest physician Dr. Sujeet K. Rajan warned about pigeon-breeding areas and exposure to fungal material associated with hypersensitivity pneumonitis. His opinion, dated 4 August 2025 and reproduced in the High Court order, said: “I cannot under-emphasise the importance of dismantling open pigeon-feeding grounds.”

The available reports do not establish a citywide disease rate or a final scientific consensus on the burden attributable to Mumbai’s feeding sites. The health argument should therefore be understood as a risk concern supported by medical opinions submitted in the case, rather than as a court-certified prevalence figure.
Feeders defending compassion and belonging
Many feeders describe the practice as jeev daya—compassion for living beings. The Indian Express reported that pigeon-feeding places in Mumbai also have long-standing community associations. For some Jain residents, restricting access is experienced not merely as a sanitation rule but as an interruption of a meaningful religious or ethical practice.

That does not mean every Jain person, feeder or nearby resident takes the same position. The protests and confrontations reported at Dadar show how a municipal order can turn a shared neighbourhood space into a dispute over whose needs count in public.

Can people still feed pigeons in Mumbai?
The 7 August 2025 position was that feeding pigeons in public spaces remained prohibited under the BMC decision. The later four-location arrangement was reported as temporary and limited, not as a permanent citywide change. The reports available for this article do not establish the expert committee’s final recommendation or the present citywide legal status after that interim period.

Anyone relying on the late-2025 arrangement should therefore check the latest BMC notice and court order for the specific site and date. The August application was a request for permission, not evidence that all proposed safeguards were approved or proved effective.
What compromise did the court process leave open?
The dispute’s practical middle ground was not simply “feed” or “do not feed.” It was whether feeding could occur under conditions that reduce exposure and conflict while preserving a lawful opportunity for those who attach religious or welfare significance to it.

- Location: use isolated sites away from homes, clinics, schools and heavy pedestrian routes where possible.
- Time limits: confine feeding to a short, published window, such as the two-hour period reported for the interim arrangement.
- Sanitation: remove leftover grain and droppings promptly, with responsibility assigned to an operator rather than left to nearby residents.
- Crowd and exposure control: prevent piling, keep passers-by and workers from prolonged contact with contaminated surfaces, and manage bird numbers.
- Consultation: hear feeders, residents, building societies, health professionals and animal-welfare representatives before a municipal decision.
- Monitoring: set measurable hygiene and complaint procedures, with permission revisited if conditions deteriorate.
These are the kinds of safeguards raised by the petition and the court’s direction to hear stakeholders and weigh public health. The available material does not show that every proposed measure was implemented or that it eliminated risk.

The core disagreement is factual as well as moral: how much health and sanitation risk a particular site creates, and whether controls can reduce it enough to justify continued access. The High Court’s expert-committee process was intended to address that question, but no final recommendation is established in the reports cited here.

For neighbours, the conflict is therefore not resolved by saying one side cares about health and the other does not. The record shows competing lived interests, enforcement that made the ban tangible, and a legal process that preserved the BMC restriction while leaving room to test a regulated alternative.
