1. Dr. Elsey’s Ultra Unscented Clumping Clay: Best overall
Dr. Elsey’s Ultra combines unscented bentonite clay with firm clumping. The hard clumps are easier to lift out intact, which matters for odor: leaving urine-soaked fragments behind allows the box to smell even after scooping.

4. Purina Tidy Cats Free & Clean Unscented: Best value unscented litter
Free & Clean is an unscented clumping clay litter with activated charcoal and a multi-cat positioning. Forbes Vetted selected it as its Best Value Cat Litter. Testing found very little dust, and one tester reported that the charcoal kept the box odor-free during the trial.
Its performance was less consistent across testers than that result suggests. Some users found the clumps effective, while another reported gummy clumps that stuck to the scoop and pan. Tracking feedback was also mixed. The small granules and stated automatic-litter-box compatibility may suit some setups, but you should still confirm that the litter is appropriate for your particular machine.
Best for: Owners who want charcoal-based odor control without added perfume and who are watching the budget.

5. Feline Pine Original Non-Clumping: Best low-tracking natural option
Feline Pine Original uses large pine pellets rather than fine clay. The pellets absorb urine and gradually break down into sawdust. Because the pieces are larger, they generally track less than fine-grained litters, and the formula is lightweight compared with clay.
This is not a clumping-litter routine. Scoop feces daily, then shake or sift the box so the sawdust falls below the intact pellets. Do not assume that the brand’s flushability guidance applies to every home. Local plumbing, septic systems, wastewater rules, and the quantity flushed all matter. Good Housekeeping specifically notes that California residents should put this litter in the trash. Clay and crystal litter should not be flushed.

How to choose an odor-control litter
Start with your cat, not the marketing claim
Many cats prefer unscented litter and a familiar, sand-like texture. A powerful fragrance may make a box smell better to a person while making it unacceptable to the cat. If your cat has asthma, allergies, or a history of avoiding scented litter, begin with an unscented option such as Dr. Elsey’s, Tidy Cats Free & Clean, World’s Best, or the crystal formula. Match the litter to the cleaning routine

Consider dust, tracking, and weight together

The maintenance routine that makes the biggest difference
- Scoop at least once daily. The ASPCA recommends scooping and changing litter at least once a day; some cats and multi-cat homes need more frequent removal. With clumping litter, lift the entire urine clump rather than breaking it apart.
- Provide enough boxes. The standard recommendation is one box per cat, plus one extra. Put them in separate, accessible locations rather than lining every box up together.
- Keep a starting depth of about 1 to 2 inches. Cats vary, so adjust if your cat clearly prefers more or less, but excessive depth can make cleaning harder and increase tracking.
- Wash the box regularly. Clean it with mild, unscented soap or baking soda. Avoid ammonia, deodorizing sprays, and strong scents, which can repel cats or add confusing smells.
- Remove the source of lingering odor. If urine has reached the floor, mat, wall, or underside of the box, changing litter alone will not solve the smell. Clean the affected area with a product appropriate for pet urine and replace badly saturated plastic boxes.
When odor may signal a health problem
A sudden change in urine odor, increased urination, straining, urinating outside the box, or unusually large or small urine volumes should not be dismissed as a litter issue. Urinary disease, kidney disease, diabetes, thyroid problems, pain, and stress can all affect elimination habits or odor. Arrange a veterinary evaluation for persistent changes; seek prompt care for straining, inability to urinate, or obvious distress.
