A rescue dog who is wary, hiding, or avoiding you may be responding to an unfamiliar home—not rejecting you or proving they cannot settle in. Keep the first days predictable, let the dog choose when to approach, and build confidence in small steps. There is no fixed adjustment deadline; seek veterinary or qualified behavior support if fear is severe or persists.
Why might my rescue dog be scared of me?
A move brings new sounds, smells, people, routines, and possibly other animals. Even ordinary household activity can feel like a lot when a dog is still learning what is safe. The ASPCA notes that trust may take time after adoption, and that pets differ in how quickly they adjust: ASPCA guidance on bringing a new dog home.
Some dogs may also have had limited early socialization, chronic stress, or few positive experiences with handling. But rescue status alone does not tell you what a dog has experienced, and fear is not proof of a particular past or of trauma.
One specific example should not be generalized to all adopted dogs: a study of dogs removed from hoarding situations found higher fear responses to people, dogs, and novel stimuli than in comparison pet dogs, as summarized by the American Veterinary Society of Animal Behavior (AVSAB). That population is not representative of every rescue dog, and the summary gives no effect size: AVSAB’s discussion of dogs from hoarding cases.

How long does it take a rescue dog to settle in?
There is no reliable countdown for an individual dog. The ASPCA’s 3-3-3 guideline is a broad rule of thumb for thinking about adjustment, not a guarantee or evidence-based deadline. Some dogs settle more quickly; others need longer. Let the dog’s behavior—not a calendar—guide how much change or contact to introduce.
A case account illustrates the range, not a typical schedule: AVSAB author Megan Maxwell described one dog who took four weeks to eat in the kitchen, six weeks to move freely into the backyard, 12 weeks to reliably come when called anywhere in the house, and more than nine months before the owners could comfortably walk her through the neighborhood. Those milestones belong to one dog and should not be used to predict another’s progress: AVSAB’s article on fearful dogs.

How can I help a fearful rescue dog feel safe?
Create a quiet home base
Set up a calm place where your dog can rest and observe without being approached. Depending on the dog and your home, that might be a room, bed, or crate; a gate can limit access to busy areas while the dog adjusts. A crate is optional, not a required treatment. Keep the space safe by managing doors, windows, cords, and anything the dog might chew, and make sure the dog can retreat rather than being trapped in an interaction. The ASPCA recommends a quiet area and limiting access as needed: ASPCA guidance on bringing a new dog home.
Make the first days predictable
Keep the routine simple and the household calm. Give clear, consistent direction, allow the dog to watch from a comfortable distance, and keep visitors and major changes limited if the dog is very fearful. Do not force introductions to people or resident pets. Familiar, low-pressure routines give the dog a chance to learn what happens next.

Let the dog choose whether to interact
Avoid crowding, cornering, reaching over the dog, or insisting on petting. Turning away, freezing, cowering, or avoiding contact are signs to pause and give more space—not diagnoses. Let the dog approach when ready, and avoid punishment or intense exposure intended to make the fear disappear quickly.
Break new experiences into small steps
Choose one manageable goal, such as becoming comfortable with a leash, passing through a doorway, or being near a person. Divide it into easier parts and move forward only while the dog remains relaxed. For example, leash familiarization might begin with the leash visible at a distance, followed later by having it nearby, then brief contact—provided the dog stays comfortable. Do not push to the next step if the dog tenses or withdraws.

Reward calm or curious behavior promptly
When your dog chooses to look, explore, or remain calm, offer a reward promptly. Use something the dog values, in a small amount that fits their diet. Food may be more useful initially than praise or play for some fearful, inhibited dogs, according to AVSAB; preferences vary, so notice what your dog will readily accept: AVSAB guidance on food rewards and AVSAB’s article on fearful dogs.

Should I pet or comfort a scared dog?
Do not assume a frightened dog wants to be touched. Stay calm and give the dog room to approach or move away. If the dog seeks contact and appears comfortable, gentle interaction may be welcome; if they turn away, freeze, cower, or avoid your hand, stop and allow more space. Comfort can mean making the setting quieter and safer rather than reaching for the dog.
When should I get professional help?
Arrange veterinary care after adoption and contact your veterinarian if fear is serious, persistent, or interferes with everyday care. Medical issues can affect behavior, so a veterinarian can assess whether health concerns may be contributing and discuss next steps. For ongoing or severe fear, ask about referral to a behavior professional with appropriate qualifications and experience using gradual, humane methods.
Medication, if a veterinarian considers it appropriate, is not a stand-alone solution. The ASPCA advises veterinary consultation, monitoring, and an individualized plan alongside behavior support: ASPCA guidance on fear, anxiety, and stress and ASPCA guidance on medication and behavior.
When choosing a professional, ask about their experience with fearful dogs, how they plan to proceed at the dog’s pace, and how they will help you recognize signs that the dog needs a break. A provider should be willing to explain the plan and coordinate with your veterinarian when appropriate.
