Some eels are freshwater fish for much of their lives, but “eel” includes species with different habitats. American and European eels can live in rivers or estuaries and migrate to the ocean to reproduce; some individuals also remain in brackish or marine waters. Whether an eel is a freshwater fish depends on its species and life stage.
Moray eels, conger eels, and other eel groups are marine fish. The accurate short answer is: an eel is a fish, but not every eel is a freshwater fish, and even familiar freshwater eels use the ocean during their life cycle.
What does “freshwater fish” mean?
A freshwater fish is generally a fish that lives in low-salinity water, such as rivers, streams, lakes, and ponds. This describes a habitat, but it does not necessarily describe an animal’s entire life cycle.
Some fish move between freshwater and saltwater. A catadromous fish typically lives and grows in freshwater or estuaries, then migrates to the ocean to reproduce. American eels follow this pattern, although some remain in brackish or marine waters. European eels are described as facultatively catadromous, meaning their use of freshwater is not the same for every individual.

So calling an American eel a freshwater fish is reasonable when describing where it often feeds and grows. It would be incomplete to suggest that the species lives only in freshwater.
American eels are a clear example
The American eel (Anguilla rostrata) is called a freshwater eel in North America, but its life cycle is not confined to freshwater. The U.S. Fish & Wildlife Service describes it as primarily living in rivers and estuaries before migrating to the Sargasso Sea to spawn. Some individuals remain in marine or brackish waters.
American eels spawn in salt water. Their larvae develop at sea, and young eels move toward coastal habitats; some enter rivers, streams, and lakes. The USGS describes the species as catadromous, returning to freshwater for much of its adult life before migrating to spawn.

American eels can use freshwater, estuarine, brackish, and marine habitats. “River eel” and “freshwater eel” are useful descriptions of an important habitat, not proof that the species is freshwater-only.
European eels also use several habitats
The European eel (Anguilla anguilla) begins life in the ocean. Young eels, including the glass-eel stage, move toward coastal habitats and may enter rivers. Mature silver eels migrate back toward the sea to reproduce.
The IUCN assessment describes the European eel as facultatively catadromous and says it occupies fresh, brackish, and coastal waters. Its route and habitat use can vary, so do not assume that every individual spends its growth phase in freshwater.

Are all eels freshwater fish?
No. “Eel” is a common name used for many species and groups with different habitat patterns.

The family commonly known as freshwater eels, Anguillidae, includes familiar river and lake eels. Even these eels can use freshwater, brackish, and marine environments during their life cycles.

When accuracy matters, identify the species or group. “All eels are freshwater fish” is false; some eels use inland waters, while others are marine, and habitat use varies even among familiar freshwater eel species.

Why eels can seem like permanent freshwater residents
People may encounter eels where they feed and grow: in rivers, lakes, streams, and estuaries. Ocean migrations are less visible. Common names such as “freshwater eel” and “river eel” also emphasize familiar habitats rather than the whole life cycle.
It also helps to distinguish two migration patterns. Anadromous fish, such as salmon, generally grow in the ocean and return to freshwater to reproduce. Catadromous fish, such as American eels, generally use freshwater and estuaries for much of their lives and migrate to the ocean to spawn.

This wording captures the main distinction without assuming every eel follows the same freshwater-to-ocean route.
