What the 2025 shark-bite numbers show
The International Shark Attack File (ISAF), housed at the Florida Museum of Natural History, investigated 105 alleged shark-human interactions worldwide in 2025. It classified them as follows:

What “unprovoked bite” means
“Unprovoked” is a specific ISAF classification, not a synonym for every shark-human interaction. ISAF defines an unprovoked bite as a bite on a live human in a shark’s natural habitat when the person has not provoked the shark. Provoked cases include people initiating interaction, such as attempting to touch or feed a shark, or handling one caught in fishing gear.
For comparisons between places and years, confirmed unprovoked bites are a more consistent measure than the broad phrase “shark attack.” The records count investigated and confirmed cases; they do not establish that a shark was deliberately hunting a person.
The United States led in 2025
The United States recorded 25 confirmed unprovoked bites, 38% of the global total. Australia ranked second with 21. The U.S. count was down from 28 in 2024. The Florida Museum reports that U.S. unprovoked bites decreased overall during the preceding five years, even though the country remained the region with the most reported activity.

Are shark bites happening more often?
The 2025 global count does not establish that they are. ISAF recorded 65 confirmed unprovoked bites, near the 2020–2024 five-year annual average of 61 and below the ten-year average of 72. These averages cover different periods, so they should not be treated as interchangeable.
In the United States, the count fell from 28 in 2024 to 25 in 2025, and the Florida Museum describes an overall decline during the preceding five years. Local and yearly totals can still rise or fall. A single year’s count, whether for one country or worldwide, cannot establish a sustained trend by itself.

Why the numbers fluctuate
ISAF says annual fluctuations are expected. Oceanographic conditions can affect local shark abundance, while weather and economic conditions can affect how people use coastlines. These are factors that may influence recorded totals, not a complete explanation of the 2025 count.
The records also have limits: a significant fraction of incidents likely goes unreported, according to the Florida Museum. Changes in confirmed counts therefore should not be read as a complete measure of every bite that occurred.
Why the United States records the most
The U.S. lead is a count of reported, confirmed incidents—not a measure of the number of sharks, the danger posed by individual species, or risk per beach visit. The U.S. count was 25 in 2025, while the worldwide total was 65. Counts alone cannot show whether someone in one country faces greater personal risk than someone elsewhere.

Florida recorded 11 unprovoked bites, below its five-year average of 19. Volusia County recorded six, below its five-year average of 10. Those local comparisons show why a national lead should not be confused with every area having a rising count.
What the recorded activities tell us
Among recorded 2025 cases, swimming and wading accounted for 46%, surfing and other board sports for 32%, and snorkeling and free-diving for 15%. These are shares of recorded cases, not activity-specific risk rates. The data do not provide a denominator for comparing the risk per person or per hour spent in each activity.
