Later Halloween imagery and popular culture helped preserve associations between black cats, darkness, magic, and spooky stories. These are cultural symbols, not evidence that black cats bring misfortune or are dangerous.
It is too broad to say that Pope Gregory IX alone created all black-cat superstition, that Europe universally exterminated black cats, or that black-cat persecution caused the Black Death. The historical record supports a prominent medieval European association, not those sweeping claims.

A 2024 article in Animals reviewed existing shelter research and reported mixed results. It summarized one study of more than 29,000 cats across two shelters in which primarily black cats took about 2.25 days longer on average to be adopted than cats not primarily black. The same review reported another comparison in which black kittens took about four days longer and black adult cats almost six days longer. These are results from studies summarized by Elvers, Gavin, and Crutcher (2024), not a universal adoption penalty.
The review also notes research with different results, including a study in which white cats stayed longer than black cats, and cautions that coat-color prevalence in shelter populations can complicate comparisons. Intake volume, health, age, length of stay, capacity, and adoption practices can also matter. These findings do not establish that coat color alone causes an outcome.

If you are considering adoption, focus on the individual cat’s personality, health, age, activity level, and care needs. Coat color is not a substitute for meeting the cat and discussing its history with the shelter.

Whether a particular shelter changes its seasonal adoption policies is a separate question. Check the current rules and reasoning of that shelter rather than treating anecdotes or local practices as proof of a universal Halloween risk.
