Fish and marine mammals are different biological groups. Fish generally extract oxygen from water with gills, while marine mammals breathe air with lungs, are warm-blooded, have hair at some stage of life, and produce milk for their young. Living in the ocean does not make a mammal a fish.
The key difference is biological classification
Fish are vertebrates in groups distinct from mammals. “Fish” is a broad common grouping rather than a single mammal-like class. Marine mammals are members of Mammalia that have adapted to life in the sea or coastal waters.
A dolphin, whale, porpoise, seal, sea lion, walrus, manatee, dugong, sea otter, or polar bear remains a mammal regardless of where it swims or hunts. The word marine describes habitat; it does not describe the animal’s class.

How breathing differs
Fish take oxygen from water
Most fish pass water over gills, where oxygen moves into the bloodstream. This lets them remain submerged while they obtain oxygen.

Marine mammals breathe air
Dolphins, whales, seals, and other marine mammals breathe with lungs. They cannot obtain oxygen from water through gills. Dolphins surface for breaths, and whales use blowholes connected to their respiratory system. A marine mammal can hold its breath for a long time, but it still has to return to the surface to breathe.

Mammals nurse their young
Producing milk is a defining mammalian trait. A mother dolphin, seal, manatee, or sea otter feeds its offspring milk rather than relying on the feeding strategies used by fish.

Hair may be hard to notice
Marine mammals have hair at some stage of life, although an adult may have very little visible hair. This trait, together with lungs, warm-blooded physiology, and milk production, helps identify them as mammals even when their bodies look fish-like.

- Pinnipeds: seals, sea lions, and walruses.
- Sirenians: manatees and dugongs.

Not all of these animals spend every moment in open water. Pinnipeds come ashore or onto ice to rest and give birth. Polar bears and sea otters spend substantial time on land, ice, or shore while still being included among marine mammals because of their adaptations and dependence on marine environments.
Why fish and marine mammals can look alike
Swimming favors similar solutions in unrelated animals. Both fish and marine mammals may have streamlined bodies, smooth surfaces, and structures that function as fins or flippers. These similarities are adaptations to moving through water, not proof that the animals belong to the same biological group.

Are dolphins fish?
No. Dolphins are mammals. They breathe air with lungs, surface to breathe, give birth to live young, and feed those young milk.

Are seals and sea lions fish?
No. Seals and sea lions are pinnipeds, a group of marine mammals. They breathe air, nurse their young, and come onto land or ice for important parts of their lives.
Are all animals in the ocean fish?
No. Fish share the ocean with marine mammals, sea turtles, seabirds, and many invertebrates. Habitat alone does not determine classification.
