Yes. European whiting (Merlangius merlangus) have scales, which the FAO Adriamed species description calls tiny. But “whiting” can also mean another fish, so the species matters.
Do European whiting have scales?
Yes. The FAO Adriamed description of European whiting (Merlangius merlangus) states: “The scales are tiny.” That confirms the fish has scales and describes them as small; it does not give a scale count or explain how they should be handled when cooking.
FAO Adriamed’s species description does not state a publication or revision date.
Does “whiting” always mean the same fish?
No. “Whiting” is a common name used for more than one species. ITIS lists “whiting” and “English whiting” as common names for Merlangius merlangus. NOAA identifies Pacific whiting as Merluccius productus, also known as Pacific hake.

Those choices depend on the fish and preparation method; the scale description alone cannot settle them.
