There is no single cause of mass fish deaths across India. In investigated incidents, low dissolved oxygen has been a recurring immediate cause, sometimes following sewage or other organic pollution, a collapsing algal bloom, or poor water exchange. Toxic chemicals and bloom-related effects can also harm fish directly. A fish kill is an outcome, not a diagnosis: the cause of each event depends on local sampling and investigation.
How to distinguish a cause from a trigger
Investigations are easier to understand when they separate three parts of an event:
- Immediate mechanism: the direct way fish are harmed, such as oxygen-poor water or chemical toxicity.
- Underlying pressure: a condition that can create or worsen the hazard, such as sewage, decomposing organic material, or a toxic bloom.
- Trigger or enabling condition: a local change that may expose fish to the hazard or make conditions deteriorate, such as weak water exchange or a regulator operation.
These can interact, and evidence may support one part more strongly than another. Dead fish alone—including their appearance or the water’s smell—cannot establish which explanation applies.
How water conditions can kill fish
Organic pollution can use up dissolved oxygen
Microorganisms break down biodegradable material in wastewater and other organic pollution, consuming dissolved oxygen in the process. If that oxygen demand exceeds the oxygen available through mixing and exchange, fish can be left in hypoxic water and may suffocate. Biochemical oxygen demand (BOD) is an indicator of organic pollution; it is not a count or measurement of fish deaths.

Algal blooms can act in several ways
Some bloom organisms produce toxins or can damage fish gills. When a bloom dies and its biomass decomposes, bacteria consume oxygen, potentially creating hypoxic conditions. In coastal waters, the Indian National Centre for Ocean Information Services (INCOIS) also describes ammonia release associated with Noctiluca grazing and cell death, and notes that bloom collapse can create hypoxia. Its Algal Bloom Information Services provides information on bloom presence and spread over the North Indian Ocean; it is not a diagnostic service for inland lakes or rivers.
Chemicals may injure fish directly
Chemical contaminants can harm or kill fish without oxygen depletion being the primary mechanism. Evidence needs to identify the relevant toxicants and connect them to the event; elevated pollution indicators alone do not prove that a particular chemical caused a fish kill.

Water movement can change exposure
Barriers, regulator operations, weak exchange, or abrupt changes in water movement can alter mixing and expose fish to water that is polluted or low in oxygen. Whether such a change is a trigger must be established for the specific event, rather than assumed from the presence of a structure or a change in flow.

What national river-pollution figures do—and do not—show
A Central Pollution Control Board assessment, reported by the Ministry of Environment, Forest and Climate Change in 2023, used water-quality data from 603 rivers at 1,920 locations for 2019 and 2021. It identified 311 polluted river stretches on 279 rivers using BOD above 3 mg/L as its organic-pollution indicator. The same release said 1,103 of the 1,920 locations (57%) complied with BOD criteria.

These are water-quality findings, not fish-kill counts and not proof of what caused a particular mortality event. CPCB notes that many Indian rivers are rain-fed, can run low or dry outside the monsoon period, and carry wastewater discharges from cities, towns, or industries. That is general context; a local cause still requires event-specific evidence.

- Which authority collected samples, and where and when were they taken?
- Were affected and unaffected locations compared, and were samples taken at multiple depths?
- Which measurements were analyzed—for example, dissolved oxygen, BOD/COD, ammonia, algal species or toxins, and chemical toxicants?
- Were samples collected close enough to the event to reflect conditions when fish began dying?
- Do differences in sampling dates, locations, or methods limit comparisons between agencies?
Do not infer a cause from photos, odor, online reports, or national pollution statistics. The reviewed cases do not establish one current nationwide response protocol; the responsible local authority is the appropriate source for incident-specific procedures.
