For a small flock kept to hatch chicks, a practical starting point is one rooster for every 10 to 12 hens. That is a husbandry guideline, not a guaranteed safe limit or a legal maximum: roosters may fight, and hens can be injured. If you keep hens for table eggs, you do not need a rooster at all.
How many roosters should you keep?
For breeding a small flock, extension guidance commonly suggests about one rooster per 10 hens. An Ask Extension expert gives a range of one rooster to 10 to 12 hens. These are practical starting ratios, not a universal formula for every flock or a rule about how many roosters a particular hen house can safely hold.
The ratio is about mating, not simply housing birds together. Adding roosters can lead to fighting, and hens may be injured. Observe the flock rather than treating a number as a guarantee; if you see persistent aggression or injured hens, separate birds and reassess the flock arrangement.
Do hens need a rooster to lay eggs?
No. Hens lay eggs without a rooster. A rooster is only needed if you want eggs fertilized so they can hatch into chicks. If your goal is eggs to eat, keeping no rooster is a suitable choice.

Does the hen house have enough space?
Housing capacity is a separate question from the rooster-to-hen ratio. Small and backyard poultry guidance gives 1.5 square feet per hen as a minimum and says 2 square feet per hen is commonly used; those figures concern hens and should not be treated as a rooster-specific space calculation. Space needs depend on bird size and the type of housing.
Plan for roosting space as well. Maryland Extension recommends six inches of roost space per bird. Perches let birds sleep off the floor and help make use of the housing facility, but sufficient perch space does not establish that multiple roosters will get along.

There is no location-independent legal number to rely on. Check the rules for your municipality and any applicable property restrictions before keeping roosters; requirements vary by location, and the guidance above does not establish a legal limit for your property.
