Macau Stray-Animal Adoption Claim: What the Available Figures Show

The headline’s claim of more than 500 Macau stray-animal adoptions is not confirmed by the available IAM source. Related reports count captures and Anima placements separately.

The claim that more than 500 stray animals found homes in Macau last year cannot be independently confirmed from the available reporting: the underlying IAM announcement was not located. A separate figure—more than 500 unmicrochipped stray cats and dogs captured in the first half of 2025—describes animals picked up, not animals adopted.

What the “over 500 found homes” claim means—and what remains unverified

The headline attributes an annual adoption figure to Macau’s Municipal Affairs Bureau (IAM), but the original IAM release or data table supporting it is not available in the reporting reviewed here. Without that source, the precise year, the animals included, and what counted as “finding a home” cannot be confirmed. The claim should therefore be treated as unverified rather than as an established Macau-wide adoption total.

That distinction matters because the related figures reported elsewhere measure different things. Capturing a stray animal is not the same outcome as placing it in a home, and an animal-welfare group’s placements do not automatically represent citywide totals.

How the reported figures differ

Figure What it measures Population and scope Period
More than 500 animals “found new homes,” attributed to IAM in the headline Claimed adoptions; definition not established Purported Macau-wide figure; the underlying IAM source was not located Described as “last year”; exact year is unverified
More than 500 animals captured Capture, not adoption Unmicrochipped stray cats and dogs; IAM data relayed by TVB and reported by Macau Daily Times First two quarters of 2025
Nearly 400 dogs and almost 300 cats adopted out Anima shelter adoptions, as estimated by its president Anima’s own activity, not an IAM or Macau-wide total Not stated in the accessible Macau Daily Times report

The capture statistic and Anima estimates were reported in a 24 October 2025 article by Yuki Lei in Macau Daily Times. The article does not establish a reporting period for Anima’s estimates, so they cannot be compared directly with an annual figure.

Why identification and shelter capacity matter

The same Macau Daily Times report described a cat-identification platform developed by a University of Macau group using cats’ physical markings. The team reportedly applied it preliminarily to around 50–60 stray cats at the university. That is an early, limited application—not evidence of a citywide system or of increased adoptions.

The report also described pressure on shelter capacity and staffing. A volunteer said limited manpower for recording cat identity information and longer stays in shelters could make adoption harder. The article linked rising stray-dog numbers to insufficient sterilization, unneutered dogs used to guard construction sites, and pet abandonment. These are explanations reported in that article, not quantified causal findings about Macau’s stray-animal population.

What can be concluded

Available reporting supports a narrower conclusion than the headline: Macau had a reported first-half 2025 capture total above 500 for unmicrochipped stray cats and dogs, while Anima’s president cited substantial shelter-adoption totals without a stated timeframe. Neither figure verifies that IAM placed more than 500 stray animals in homes during the preceding year. Confirmation of that annual claim requires the original IAM notice or statistical record, including its dates and definition of adoption.
