They don’t all die off in the same way. Honey bee colonies can stay together inside a hive through winter. Bumblebee and many social wasp colonies usually end with the workers and males dying; newly mated queens shelter through winter and start colonies the following spring. Many solitary bees spend winter hidden in their nests as developing young. The pattern varies by species and region.
What survives the winter?

These are broad patterns, not rules for every species or location. Honey bees stay together in the hive
Unlike annual bumblebee and wasp colonies, a honey bee colony can remain intact through winter. Workers cluster inside the nest and use stored honey for energy. The bees are less visible because they are sheltered inside, not because the colony has necessarily died. A bumblebee colony generally does not persist as a working group through winter. As the season ends, its workers and males die. Newly mated queens enter dormancy and spend winter alone in sheltered places; University of Minnesota Extension gives underground sites and loose bark as examples. Social wasps leave a new generation of queens
For yellowjackets and paper wasps, the familiar nest usually does not house a living colony all winter. New mated queens seek protected places away from the old nest. The old nest’s workers and founding queen typically die as cold weather arrives, and the surviving queens can start new colonies the next season. (University of Maryland Extension)
“Typically” matters: the pattern is not universal. UC IPM notes that some yellowjacket colonies can persist through very mild winters or in parts of coastal California. So it is too broad to say every wasp nest dies each winter. (UC IPM)

Solitary bees may overwinter inside their nests
Many native solitary bees do not form colonies with a queen and workers. Some spend winter as developing larvae or pupae in their nest sites, which may be underground or in hollow stems. The details differ among species and regions: UMass Amherst Extension, for example, describes varied native bee nesting places in its Massachusetts guidance. As Eric Malcolm, apiary manager and extension educator for the University of Maryland Bee Lab, put it: “Wasps and bumblebee colonies typically die off, and the queens will overwinter underground and restart colonies in the spring. Many of our native bees will go dormant and overwinter as larvae or pupae underground, in hollow stems or the like.” That broad description does not include honey bees, which can overwinter as a colony. Why bees and wasps seem to disappear
When annual colonies wind down, the workers that were visible around gardens and homes die, while new queens remain concealed and inactive in shelters. Honey bees are inside their hive, and many solitary bees are hidden in soil or nest material. Different life cycles make these insects scarce outdoors without all of them disappearing in the same way.

An empty-looking wasp nest does not normally mean the colony is waiting there to restart; new queens generally overwinter elsewhere. A bee that is not visible outdoors may likewise be sheltered in a hive or developing in a nest. Avoid disturbing a suspected overwintering site if you can, particularly when you cannot identify the species or whether it is active.
