There are no controlled comparative performance results in these sources that rank mats, vests, and fans by cooling time or effectiveness. Their mechanisms and use cases differ, so the practical choice is the one suited to where the dog will be and what it will be doing.
Which option fits your situation?
Choose a mat for resting
A mat can give a dog a cooler place to lie down at home or on another suitable surface. Make sure the dog can leave it freely. Check it regularly for punctures, leaks, or chewing, particularly if your dog mouths bedding or toys.
Choose a vest for planned activity
A water-activated vest may suit an outing where you can monitor the dog’s comfort, provide water and shade, take breaks, and refresh the garment according to its instructions. Fit matters: a garment that rubs can cause sores. Do not use a vest as a reason to exercise in unsafe heat.

Use a fan for safe air movement
A fan can move air in an indoor or shaded area. Set it up beyond the dog’s reach and consider the overall conditions; air movement alone does not make a dangerously hot environment safe.
Cooling gear is only one part of heat prevention
Provide fresh water, shade, and ventilation; limit exertion and choose cooler times for activity. Take extra care with dogs that are brachycephalic, overweight, senior, very young, or medically fragile. Cooling mats, damp towels, fans, and pet-safe vests can help with comfort, but they do not make severe heat safe. Recognize overheating and act promptly
Early warning signs can include heavy panting, seeking shade, whining, reluctance to play, and drooling. Persistent excessive panting or drooling, difficulty breathing, bloody diarrhea, vomiting, weakness, confusion, seizures, or collapse call for immediate veterinary attention. If you suspect heatstroke, move your dog to a cool, shaded or air-conditioned place and contact a veterinary hospital. RECOVER’s 2026 first-aid guidelines advise stopping activity, moving to a cooler environment, and starting active cooling on scene when feasible before transport, then taking the animal immediately to a veterinary facility.
