The right next step depends on the animal’s condition and whether you can take on ongoing care; a found animal should not be assumed to be homeless, and outdoor kittens may still have a mother nearby. Start by contacting a nearby municipal animal-services agency, shelter, or rescue for local procedures and available support.
Choose a way to help that fits your capacity
Adoption, fostering, and volunteering support animals in different ways. Ask local shelters and rescues what they currently need and what their process involves; programs, openings, and requirements vary by organization.

Use the ASPCA’s shelter finder to look for nearby organizations. Some operate a facility, some rely on foster homes, and some use both. If you are considering adoption, review the animal’s needs and prepare your home before committing; the ASPCA’s adoption guidance can help you think through the transition.
If you found a stray dog or cat, check for a family first
A dog or cat outside may be lost rather than abandoned. Before treating the animal as available for adoption, take steps to identify an owner and follow your local found-animal reporting rules. Requirements and services differ by location, so contact municipal animal services or a nearby shelter for instructions.

- Check for identification. If it is safe to approach, look for an ID tag and contact the listed person.
- Ask about a microchip scan. Call a local shelter or veterinarian to find out where the animal can be scanned.
- Notify the local shelter or animal-services agency. Ask how to report the find, whether there are local notice requirements or holding periods, and what to do next.
- Keep safety in mind. If the animal is frightened or unsocialized, do not assume direct handling is safe. Best Friends Animal Society advises seeking help from someone experienced when dealing with an unsocialized stray.
A lost pet may look dirty or thin and still have a family. Best Friends offers additional guidance on caring for a stray or lost pet, including safe shelter options such as a cardboard box or an open crate when appropriate.
If you find kittens outside, look for the mother before moving them
A mother cat may be away finding food or may be waiting for people to leave before returning. When kittens appear stable and the location is safe, observe from a distance rather than assuming they have been abandoned. The ASPCA’s kitten guidance explains what to consider and when to seek help.

- If a kitten appears ill or injured, call a local shelter, rescue, or veterinary clinic before bringing it in, so you can confirm where it can receive care.
- Ask a shelter or rescue to help assess the kittens’ condition, age, and whether the mother has returned.
- Coordinate any foster care, medical care, or trap-neuter-return-management (TNRM) plan with an experienced local organization or veterinarian.
Age and socialization matter. The ASPCA describes foster care as an option for kittens able to eat wet food independently, often at around 4–5 weeks. It notes that TNRM may be appropriate for older, unsocialized kittens and community cats. These are general guidance points, not a substitute for an individual assessment; ask a local organization for advice on the kittens you found.
What the U.S. shelter figures show—and what they do not
For 2025, the ASPCA reports that 5.8 million dogs and cats entered U.S. shelters and rescues, 4.2 million shelter animals were adopted, and approximately 597,000 animals were euthanized in U.S. shelters. It also reports that 59% of animals entering shelters that year were strays. These are U.S. figures, not global estimates, and they do not mean adoption alone can resolve shelter-capacity challenges. The ASPCA, citing Shelter Animals Count’s 2025 data, also reports that 638,000 animals were reunited with their families. In that summary, stray dogs were six times more likely than stray cats to be returned to owners. Those reunifications are one reason identification and local reporting matter when you find an animal. - Search for a municipal shelter, animal-services agency, or nonprofit rescue in your area.
- Tell them whether you want to adopt, foster, volunteer, or need help with an animal you found.
- Ask about current availability, eligibility, timelines, training, and any local reporting rules that apply.
- For a found animal or kittens, describe the animal’s condition and location and follow the organization’s instructions before moving or rehoming it.
Local organizations can tell you what services and openings actually exist. National guidance cannot establish your area’s reporting process, holding period, foster eligibility, or volunteer onboarding requirements.
