What UK XL Bully Owners Must Do: Exemptions, Neutering and Current Rules

XL Bully owners generally need a valid Certificate of Exemption and must meet its conditions. See what applies in England and Wales, Scotland and Northern Ireland, including passed neutering deadlines and 2026 rule changes.

In England and Wales, Scotland and Northern Ireland, keeping an XL Bully generally requires a valid Certificate of Exemption. Owners must follow the certificate conditions, including keeping the dog secure and muzzled and on a lead in public, and meeting the applicable neutering and reporting requirements. The ordinary owner-led exemption application windows have closed; do not assume a late application is available or that a certificate remains valid if a condition was missed. Rules differ by UK nation. This guide reflects official guidance checked on 4 October 2026.

First check whether the dog has a valid exemption

Start with the certificate and the rules for the nation where the dog is kept. The official guidance for all three jurisdictions says owners generally need a valid Certificate of Exemption to keep an XL Bully. The ordinary owner-led application windows are closed. The current UK government guidance describes a limited court-related route in certain circumstances, not a routine late application; in Scotland, a new exemption can only be granted where authorised by a court. A certificate is not proof by itself that every condition is still met. For example, Defra says that if the dog was not neutered by its deadline and the required evidence was not submitted, the certificate will not be valid. If you think a condition was missed, do not assume that completing it late restores the exemption: Defra advises owners in this situation to contact their local police and continue complying with the other conditions. The official guidance does not say that later neutering automatically reinstates a certificate.

Rules by UK nation

The main day-to-day requirements are similar, but deadlines and some details differ. Use the rules for the nation where the dog is kept rather than treating this as a single UK-wide checklist.

Nation Certificate and applications Public control and containment Insurance position in guidance checked 4 October 2026
England and Wales Valid exemption generally required; ordinary application window closed. Defra’s guidance describes the applicable neutering requirements and says missed deadlines can make the certificate invalid. Lead and muzzle in public; keep the dog secure. Show the certificate to police or a council dog warden when requested, at the time or within five days. Third-party public liability insurance is no longer required from 1 July 2026.
Scotland Owner-led applications closed; a new exemption can only be granted where authorised by a court. Dog must be neutered and relevant evidence submitted. Lead and muzzle in public; someone over 16 must securely hold the lead. Keep the dog secure and at its certificate address, subject to the temporary-stay allowance below. Insurance is no longer required. Existing insurance can run to expiry.
Northern Ireland Exemption applications closed on 31 December 2024. Certificate holders must follow the neutering and microchip conditions. Lead and muzzle in public; someone over 16 must securely hold the lead. Keep the dog secure and at its certificate address, subject to the temporary-stay allowance below. The nidirect page says insurance must be in place through 30 June 2026 but does not clearly establish the rule after that date. Check current NI guidance or law.

Sources for the table: Defra, Scottish Government and nidirect. In Scotland and Northern Ireland, the certificate address is the dog’s required home address; temporary stays elsewhere in the same nation are allowed for up to 30 days in a 12-month period. Those guidance pages also require owners to report a permanent address change, the dog’s death or its export. Follow the instructions on the relevant certificate and official page for how to notify the authority.

Keep the dog controlled in public and secure at home

  • In public: keep the dog on a lead and muzzled. Scottish and Northern Irish guidance specifies that someone over 16 must securely hold the lead.
  • Choose a functional muzzle: it should allow the dog to pant, breathe and drink. The requirement is to muzzle the dog, not to use a particular brand or officially approved model.
  • At home and elsewhere: keep the dog securely contained so it cannot escape. In Scotland and Northern Ireland, follow the certificate-address and temporary-stay rules described above.
  • When asked for documents: England and Wales guidance says to show the certificate to police or a council dog warden at the time of the request or within five days. Keep the certificate and relevant records accessible.

These requirements are set out in the Defra guidance, the UK government guidance on banned dogs in public, the Scottish exemption guidance and nidirect’s XL Bully guidance.

Neutering deadlines have passed: check the dog’s age and evidence

The deadline depends on the nation and, in England and Wales and Scotland, the dog’s age on a specified date. These are past deadlines, not new periods for applying. The official pages set out the following age-based requirements:

England and Wales

  • If the dog was 12 months or older on 31 January 2024, it had to be neutered by 30 June 2024 and Defra had to receive confirmation by 26 July 2024.
  • If the dog was at least 7 months but under 12 months on 31 January 2024, the evidence form was due by 31 December 2024.
  • If the dog was under 7 months on 31 January 2024, the evidence form was due by 30 June 2025.

Defra says a certificate will not be valid if the dog missed its neutering deadline and the required evidence was not submitted. Contact local police if this may apply to your dog; do not treat later neutering as an automatic fix. Defra’s guidance gives the deadlines and next step.

Scotland

  • If the dog was 18 months or older on 31 July 2024, the Scottish Government had to receive its neutering evidence by 31 January 2025.
  • If the dog was younger than 18 months on 31 July 2024, the evidence form was due by its 19-month birthday.

Scottish guidance also says dogs must be microchipped and registered by eight weeks, subject to a veterinary exception where a dog is unfit for microchipping. If a temporary unfitness certificate expires, the owner has 28 days to microchip the dog and submit the number. Check the Scottish Government’s exemption guidance for the procedure and evidence.

Northern Ireland

nidirect sets out neutering and microchip conditions for certificate holders. The material reviewed here does not specify an age-based deadline schedule in the same detail as the England and Wales and Scottish pages, so check the current Northern Ireland guidance and the dog’s certificate for the applicable requirement.

Insurance: England, Wales and Scotland changed on 1 July 2026

Defra says third-party public liability insurance is no longer required for banned-breed dogs, including XL Bullies, in England and Wales from 1 July 2026. Scottish Government guidance also says insurance is no longer required in Scotland; existing policies can continue until they expire. The consolidated England and Wales exemption order reflects removal of the former insurance requirement (The National Archives, version dated 1 July 2026).

Do not apply that change to Northern Ireland without checking. The nidirect page says third-party insurance must be in place through 30 June 2026, but does not clearly state whether it is required after that date. The post-June position is therefore not established by that page.

Child supervision: a change scheduled for 1 November 2026

As of 4 October 2026, the new under-12 supervision condition described in England and Wales and Scottish guidance is scheduled to take effect on 1 November 2026. It is not yet in force on the date of this guide; check the operative guidance from the commencement date.

England and Wales

From 1 November 2026, owners must not leave a child under 12 in close contact with an XL Bully in a private place, such as a home or garden, without adult supervision. See Defra’s current guidance.

Scotland

From 1 November 2026, a child under 12 must not be left alone with an XL Bully in a private place. Scottish child-protection guidance describes appropriate supervision as an adult aged 16 or over being present and able to intervene where there is or could be physical contact, unless separation is ensured. Northern Ireland

The nidirect material reviewed does not confirm an equivalent forthcoming under-12 condition. Check with your council or current Northern Ireland legal guidance rather than assuming the England, Wales or Scotland change applies.

Keep records and report changes

Keep the certificate, neutering evidence and microchip details accessible. In Scotland and Northern Ireland, the official guidance specifically requires reporting a permanent address change, death or export, and gives the dog’s certificate address as the required address subject to the temporary-stay allowance. In England and Wales, follow the notification conditions attached to the certificate and the current Defra guidance. Do not assume that moving, exporting the dog or a change in circumstances is covered simply because the dog has a certificate.

For nation-specific rules, use the relevant official source: England and Wales, Scotland or Northern Ireland.
