Breed can offer context about tendencies and care needs, but it cannot reliably predict how a particular dog will behave. A better match comes from assessing the individual dog and whether your household can meet its needs.
What breed can—and can’t—tell you
Breed histories and selection can offer useful context when you are considering a dog. They may suggest questions to ask about activity, training, or other needs, but a tendency is not a guarantee about an individual. Dogs with the same breed label can differ substantially, so the label is not a temperament assessment.
A 2022 study by Morrill and colleagues, which combined owner-reported behavioral surveys with genomic analysis, found that breed explained 9% of the measured behavioral variation among individual dogs. The authors concluded that breed offers little predictive value for an individual dog. That figure describes the variation measured in this study; it does not mean breed never relates to behavioral tendencies, or that genes account for exactly 9% of every behavior. In practical terms, breed alone cannot tell you what a specific dog’s personality will be or establish whether that dog is safe or dangerous. The study does not support declaring a breed safe or dangerous, or treating all breeds as behaviorally interchangeable.

Why dogs with the same label can behave differently
Temperament describes an individual dog’s predisposition, not a complete forecast of its behavior. The American Kennel Club defines temperament as an individual’s natural predisposition to react to a stimulus and notes that related behaviors can change over time through exposure and learning. A dog’s experiences and learning therefore matter alongside any breed context. Read the AKC temperament explainer.
The AKC also discusses studies suggesting that breed can affect behavior. That perspective is compatible with the narrower point here: breed may be relevant context without being a dependable way to predict one dog’s behavior. Read the AKC’s discussion of breed and behavior.

How to judge whether a dog fits your household
Evaluate the dog you may bring home and the care your household can consistently provide. Breed or breed-mix information can help guide questions, but it should not decide the match by itself.
- Observe the individual dog. Meet the dog when possible, and ask its current caregiver or shelter about behavior across different settings and over time.
- Understand daily care needs. Ask about exercise, mental activity, training, grooming, and management. Compare those needs with your household’s time, experience, and living conditions.
- Weigh the quality of the available information. Consider what the caregiver knows about the dog’s history and behavior, and which details remain uncertain.
- Get help with specific concerns. If a behavior issue worries you, consult a veterinarian or a qualified behavior professional.
This approach does not make every dog a fit for every home. It shifts the decision from a broad label to the particular dog’s behavior and needs, and your capacity to meet them.

Breed-based bans and individual assessment
The ASPCA opposes laws that ban or discriminate against specific breeds or mixes without regard to individual temperament and behavior. This is the organization’s policy position, not a substitute for checking the rules that apply where you live. Housing, insurance, and legal requirements can vary by location; check current local rules and the relevant housing or insurance provider directly.
