Adopting a Rescue Animal vs. Buying From a Breeder: What to Consider

Neither a rescue animal nor a breeder pet is right for every household. Compare the individual animal’s needs with your capacity, and assess the source’s transparency and support.

Neither adopting a rescue animal nor buying from a breeder is automatically the right choice for every household. Start with the animal’s needs and your capacity to meet them, then assess how transparent and accountable the shelter, rescue, or breeder is. The ASPCA recommends considering shelter or rescue adoption first; it also recognizes responsible purpose-breeding. The guidance below focuses mainly on dogs, so check species-specific care advice before applying it to cats or other pets.

Compare the animal and your household—not just the source

A good match depends on more than whether an animal came from a shelter or a breeder. Be realistic about your housing rules, daily schedule, budget, experience, and what you can manage over the animal’s lifetime.

  • Household fit: Consider time alone, activity and grooming needs, children, other animals, and any limits set by your landlord or housing association.
  • Information available: Weigh what is known about the individual animal’s health, behavior, history, and family health records. Screening and records can inform decisions, but neither guarantees a particular outcome.
  • Source accountability: Look for a source that answers questions, documents care, helps assess fit, and has a clear plan if the placement does not work out.
  • Timing and choice: Shelters may have animals of different ages and backgrounds; responsible breeders may plan litters and use a waiting list. Immediate availability is not evidence of quality, and waiting is not by itself proof of responsibility.
  • Long-term commitment: Plan for routine and unexpected veterinary care, training or behavior support, and the animal’s needs throughout its life.

These considerations apply broadly, but detailed guidance and the statistics cited here are U.S.-oriented and largely dog-focused. Shelter processes, fees, availability, and breeder rules vary by location.

What adoption can offer—and what to ask

A shelter or rescue may help you meet animals with different ages, temperaments, and backgrounds. Staff or foster carers may be able to describe what they have observed, but an animal’s history or family health information may be incomplete. Ask for what is documented, not an assurance that every detail is known.

Questions for a shelter or rescue

  • What is known about the animal’s history, health, vaccinations, behavior, energy level, and training?
  • How has the animal responded to people, children, or other animals like those in my household?
  • What remains uncertain, and has a foster home observed the animal in a home setting?
  • What medical or behavior support might be needed, and what support does the organization provide after placement?
  • Which medical records, microchip details, and license information will transfer?
  • What are the organization’s return or rehoming arrangements if the placement cannot continue?

Be candid about your home, schedule, expectations, experience, and care capacity so staff can discuss whether the match is workable. Adoption screening varies: the ASPCA describes approaches ranging from minimal screening to rigid rules and recommends conversation-based matching, but each organization sets its own process.

A diagnosis or treatment need is not automatically a reason to rule out an animal. Before committing, ask a veterinarian or qualified behavior professional about likely care demands, prognosis, costs, and available support. Only an assessment of the particular animal and your circumstances can answer whether that commitment is right for you.

How to assess a breeder

If you have not found a suitable adoption match and decide to seek a purpose-bred dog, assess the breeder’s practices as carefully as the puppy’s apparent health. The ASPCA’s responsible-breeding criteria emphasize welfare, transparency, thoughtful matching, and ongoing responsibility.

Look for evidence and openness

  • Research the breed and its parent club’s recommended health tests. Ask to see the parents’ actual results and relevant family health information, not just a general claim that the puppy is healthy.
  • Arrange a visit. You should be able to see where the puppies live and meet the mother; the breeder should welcome questions and ask about your home, routine, and expectations.
  • Expect thoughtful matching rather than pressure to take whichever puppy is available. A breeder should be willing to discuss whether your household suits the dog.
  • Read a clear written contract, including responsibilities and what happens if you can no longer keep the dog. A responsible breeder should be willing to take the dog back or help rehome it.

Refusing to show the dogs or premises, pushing for a quick decision, or selling through a broker or third party conflicts with the ASPCA’s stated criteria. A planned litter and matching process may mean no puppy is available immediately. For a breed preference without a commitment to buying, consider whether a breed rescue has a suitable dog.

Does a breeder puppy have a better health outlook?

Breed-recommended testing, parental results, and family history can provide useful information about inherited risks and make some aspects of health more predictable. They cannot guarantee that a puppy will remain healthy. Conversely, less family-history information for a rescue animal does not mean that animal is unhealthy. Ask what is actually documented and arrange an appropriate veterinary assessment for the individual pet.

For an animal with a known or suspected condition, focus on the likely care plan and its practical consequences rather than making a decision based only on the label. A veterinarian can explain medical needs; a qualified behavior professional can help assess behavior concerns.

What the U.S. shelter figures do—and do not—tell you

The ASPCA estimates that 5.8 million dogs and cats entered U.S. shelters and rescues in 2025, 4.2 million were adopted, and approximately 597,000 were euthanized that year. These are national estimates for calendar year 2025, not predictions about any one animal or proof that an individual adoption or purchase caused those outcomes. They provide context for why the ASPCA urges people to consider adoption first.

Matt Bershadker, ASPCA president and CEO, said: “Keeping pets in loving homes, removing barriers to adoption and helping lost pets return to their families are some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity.” (ASPCA shelter statistics)

Make the decision in this order

  1. Set your household requirements. Write down housing limits, schedule, budget, experience, and the needs you can realistically accommodate.
  2. Explore adoption first. Speak with shelters or rescues about animals whose known needs and temperaments could fit your home.
  3. Assess the individual match. Ask what is known and unknown, and get professional advice where a medical or behavior concern could change the commitment.
  4. If you choose a breeder, verify the process. Check breed-recommended testing, records, premises, matching practices, contract, and return arrangements.
  5. Choose only when the lifetime plan is workable. Do not let urgency, availability, or the source label replace an honest assessment of fit.

The ASPCA’s position is to consider shelter or rescue adoption first. It also states that people who choose to purchase a pet should visit a responsible breeder.
