Start by contacting the animal-control agency or designated shelter for the area where you found the pet. That agency can tell you whether to bring the animal in, report it while caring for it temporarily, or use another approved option. A rescue group may help with fostering or specialized care, but it is not automatically authorized or equipped to accept every stray.
What to do first when you find a stray
- Check safety before approaching. If the animal is aggressive, injured, in traffic, or otherwise unsafe to handle, keep your distance and call local animal control or police. Give the exact location. Do not chase an animal near traffic or put yourself at risk. American Humane Society recommends avoiding attempts to capture an aggressive animal.
- If it is safe, contain it cautiously and look for a tag. Approach carefully; do not force contact with a frightened animal. A leash or collar can help only if you can safely handle the pet.
- Contact the local agency serving the place you found it. Ask where and how to report the animal, whether you should bring it in, and whether temporary care by a finder is allowed. Local requirements and designated facilities differ. The ASPCA advises finders to follow local law on reporting, identification checks, designated facilities, and temporary holding.
- Arrange an identification check. Ask about a microchip scan and how to make a found-pet report visible to owners searching for their pet. A visible tag is helpful, but it does not replace reporting the find.
- Follow the agency’s instructions for the next step. Confirm current hours, appointment requirements, capacity, and any finder-hold procedure before traveling or making a longer-term plan.
Shelter or rescue: which should you choose?
For most found pets, begin with the local animal-control agency or designated shelter, even if you hope a rescue will provide care. The shelter or agency can explain the official intake and reunification process. A rescue is a suitable destination when the local process allows it and the group confirms it can accept that animal.

Rescues that take strays should coordinate with animal control and check for identification. HumanePro’s Rescue Group Best Practices Guide notes that local laws can determine stray-hold requirements. Do not assume that a rescue placement replaces the required report or holding process.
Can you keep the animal while looking for its owner?
Sometimes, but only if local rules and the agency’s process allow it. Ask whether there is a finder-hold program, what care or reporting steps it requires, and how owners will be told where to look. A temporary hold is not a reason to skip reporting or identification checks.

Local examples show why it is important to ask rather than assume. Fairfax County Animal Services describes support for finders temporarily housing an animal. Austin Animal Services describes its own found-pet reporting, finder-care, and intake procedures. Those are local arrangements, not nationwide rules.
If you find kittens, check whether the mother is nearby
Kittens that appear alone may still be cared for by a mother cat who is away temporarily. If they seem healthy and are in a safe place, monitor them to see whether she returns rather than immediately removing them. Check for an owner and follow local reporting requirements. If the kittens appear orphaned or unwell, or need foster care, contact a shelter or rescue for advice. - Is this the designated agency or facility for the location where I found the animal?
- Should I bring the animal in, or can I temporarily care for it while you record the find?
- Where can the animal be scanned for a microchip, and how will the found-pet report be shared with owners?
- Are there specific hours, appointment requirements, capacity limits, or other intake instructions today?
- If a rescue is involved, is it authorized to take this stray, and how should it coordinate with animal control?
