Ask the shelter what would help today. Foster openings, volunteer shifts, requested supplies and intake rules change, so a quick call or visit to the organization’s official website can keep your help useful. If you are bringing in a found animal or considering surrendering a pet, contact the local shelter or animal-control agency first and follow its instructions.
What does “full” mean at an animal shelter?
A shelter’s capacity is more than its kennel count. Humane Society International explains that capacity for care also depends on finances, physical resources, staff hours and skills, operating space, and opportunities for positive outcomes such as adoption and foster care. Its guidance states, “Operating beyond an organization’s capacity for care is an unacceptable practice.” A shelter may therefore be full even when a space appears empty: it needs to be able to provide appropriate care for every animal it accepts.
Shelters also differ in their missions and intake models. A 2012 Humane Society of the United States document advises people to look beyond labels and consider the actual facilities and community needs. For help today, the practical guide is the local organization’s current instructions—not an assumption about what all shelters accept.
Ways to help when a shelter is full
Ask the shelter which of these options is most useful now. The right fit depends on your time, resources and readiness to take responsibility for an animal.

Foster if you can offer temporary care
Fostering can be a direct way to ease crowding, but program terms vary. Ask how long you may be expected to foster, what food and supplies the shelter provides, how medical care is arranged, and how adoption or return is handled. Houston Humane Society’s Finder to Foster program is one example: it offers wellness care and adoption support while a finder fosters the animal until adoption or space opens. The organization reported that the program helped 455 animals in 2024; that is a result for this specific program, not a general forecast for foster care.
Adopt only if you are prepared for the commitment
Adoption may make room for another animal, but it is a long-term responsibility, not a short-term response to a capacity crisis. Consider the animal’s care needs, your household and your ability to provide for it before applying. Best Friends includes adoption among the ways community members can support shelters.

Volunteer where the need is current
Ask the shelter which tasks are useful now rather than assuming all volunteers work directly with animals. Roles may include animal care, cleaning, enrichment, customer service or social media. Community support can matter too: one Tacoma-area organization describes pantry repacking and distribution as volunteer needs. Requirements and openings differ by organization.
Share official adoption posts
If you cannot foster or adopt, sharing a shelter’s current adoption post is a low-commitment way to help an animal reach more people. Use the original post rather than copying details into a new one; availability, health information and contact instructions can change.

Choose money or supplies based on the shelter’s guidance
Some organizations say monetary gifts go further because they can buy supplies in bulk. The Humane Society for Tacoma & Pierce County, for example, says it purchases most shelter supplies at wholesale prices. Its donation page reports that it distributed more than 142,000 pounds of food in 2025. Those figures describe that organization’s work, not the needs or impact of every shelter.
When buying goods, follow the shelter’s current list. The Tacoma-area organization lists dry dog food, dry cat food and cat litter among its ongoing needs, but says it is temporarily not accepting towels and blankets because it has reached capacity for them. Seattle Humane shows another useful approach by maintaining separate Amazon wish lists for community pets, shelter pets, foster pets and transfer-program pets. These are examples of how local needs can differ, not universal shopping lists.

What should you donate to an animal shelter?
Check the exact shelter’s live wish list or call before buying or dropping off anything. Accepted brands, storage space and current priorities can change; a well-intentioned donation may be unhelpful if the organization cannot use or store it. If you do not see a current list, ask whether money, a specific item or a donation to a community pet pantry would be most useful.
The Humane Society for Tacoma & Pierce County’s pantry page says it regularly helps more than 700 pets each month and distributed over 140,000 pounds of pet food in the past year. The page does not specify a publication year for that rolling “past year” figure, so it should not be treated as a calendar-year total or combined with the organization’s separate 2025 figure.

If you need to surrender a pet
Contact the local shelter or animal-control agency before traveling. Explain what is making it difficult to keep the pet and ask about appointment requirements, waitlists, temporary help and alternatives. Do not assume a request means the shelter can accept the animal immediately, and do not leave a pet on the property unless staff authorize intake.
Policies vary. Darlington County Humane Society, for example, says owner surrenders require an appointment and depend on available capacity. It also describes connecting local owners with food or supplies, spay/neuter, veterinary assistance, rehoming guidance or other resources. Those options may not be available in your area, but asking about support could help keep a pet safely at home. If surrender is still necessary, follow the local agency’s process and ask where else to turn if it cannot accept the animal.
If you have found a stray animal
Call the local shelter or animal-control agency for instructions before bringing the animal in. Stray intake depends on local jurisdiction and the agency’s current capacity. If you can do so safely while waiting for guidance, check for identification, ask neighbors, have the animal scanned for a microchip, post on local lost-and-found pages, and submit a found-pet report. Only temporarily foster the animal if you can care for it safely; otherwise, ask the intake team what to do next.
Help before an animal reaches the shelter
When a pet owner is struggling, practical support may prevent a surrender. Ask local shelters, community pet pantries or animal-welfare groups whether they can help with pet food, supplies, veterinary assistance, spay/neuter services, temporary foster care or rehoming guidance. Availability varies by community, so start with the organization responsible for local services.
