Clarify what the temporary placement means
Shelters may offer a trial adoption, foster-to-adopt placement, overnight, or field trip, and the terms can differ between organizations. Best Friends’ shelter self-assessment includes these types of programs, while the ASPCA notes that shelter adoption programs vary. Neither source establishes the policy at the shelter you are contacting. Ask:
- Is this dog eligible, and what kind of temporary placement is it?
- What are the start and end dates? Can the placement be extended, and who approves an extension?
- Who retains legal ownership during the placement?
- Does an adoption contract, foster agreement, or other written agreement apply?
- What happens to any fee or deposit, supplies, and medical expenses if the placement ends?
- What is expected of you while the dog is in your care?
Ask the shelter to put the terms in writing. These are practical questions, not universal contract provisions; local law and the actual agreement determine the arrangement. Ask what is known about the dog’s behavior—and how it was observed
Ask for concrete examples from people who have encountered the dog: prior owners or finders, daily-care staff, volunteers, foster caregivers, and people who have walked or socialized the dog. For each observation, ask when and where it happened, how often, what came before it, and what seemed to help. Also ask what the dog has not yet experienced.

Questions about home and everyday situations
- Has the dog lived in a home? What is known about being left alone, house-training, and routine household sounds?
- How has the dog responded to unfamiliar adults and children, other dogs, cats, handling, or someone approaching its food?
- Has the dog walked on leash around traffic and passersby? What did the observer see?
- Which situations are known from direct observation, and which are simply unknown?
Ask who made each observation and in what setting; “good with dogs” or another broad label does not tell you what actually happened. The ASPCA recommends gathering information from multiple sources because each source has limitations. It also says shelter assessments have not proven highly accurate or precise at predicting aggression after adoption. A single test or favorable observation is not a guarantee of behavior in a home. The ASPCA’s placement position statement discusses those limits.
Review the dog’s medical records and care plan
Ask to review the medical intake exam and the records available for this individual dog. The ASPCA says every dog entering a shelter should receive a medical intake exam, but that does not tell you this dog’s condition; ask for its actual records. Clarify:

Get a named contact and a transition-support plan
Ask for one named contact, the best way to reach them, and when they are available. Find out what the shelter recommends if the dog is fearful, destructive, has an accident, reacts to another animal, or shows behavior that worries you. Ask whether it offers behavior guidance, training referrals, or a follow-up check-in, and what to do if the concern arises after hours.

Services differ by shelter. Best Friends describes behavior guidance in its own adoption program and advises seeking trainer help for concerning behavior after a dog enters a new home; that does not mean every organization offers the same support. Agree on return and extension steps before the dog leaves
Even if you hope the placement will become permanent, make sure you know what to do if it is not working. Ask:

- Must the dog return to the same location, and how is the handoff arranged?
- Can you request an extension or additional support before deciding?
- What happens to any fee or deposit, and what supplies or records should come back with the dog?

Ask what collar, leash, harness, crate, or other equipment the shelter has used with this dog, and whether staff can demonstrate a safe handoff and walk routine. The ASPCA discusses leash application and walks as useful settings for observing behavior, but does not recommend a particular leash type or brand. Do not assume a specific product or fit is suitable; ask the shelter what has worked for this dog. The ASPCA’s placement position statement addresses behavior observations.
