How to Report Suspected Animal Abuse or Neglect

Report suspected animal abuse or neglect to the local agency responsible for animal-related enforcement. Learn what to document, when to call, and how to follow up.

If you suspect an animal is being abused or neglected, report what you observed to the agency that enforces animal-related laws where the animal is located. Depending on the area, that may be animal control, local police or a sheriff, an SPCA, or another local humane organization. Reporting procedures differ by city and state, so confirm the right contact locally.

Who should you contact?

Start with the local agency responsible for animal-related law enforcement in the jurisdiction where the animal is located. The ASPCA recommends contacting local police, animal control, an SPCA, or another local humane organization. If you are unsure which agency handles reports, ask local police or animal control to direct you.

There is no single U.S. reporting number that applies everywhere. For example, Indiana advises people to contact local animal control, or the local sheriff or police if their city or county has no animal control agency. That is Indiana guidance, not a nationwide rule. Check the route for the animal’s location.

When is it an emergency?

If a crime is in progress outside New York City, the ASPCA advises calling 911. In New York City, the ASPCA directs people to call 311 for suspected abuse or neglect and 911 for crimes in progress. NYC311 notes that local precinct officers respond when they are not handling emergency situations. These procedures are location-specific; do not assume a city’s instructions apply elsewhere. For other locations, contact local authorities to confirm the emergency route.

What information should you include?

Give a concise, factual account of what you saw, where it happened, and when. Distinguish direct observations from assumptions, and include dates or times when you can. The ASPCA recommends identifying other people with firsthand information who are willing to speak with authorities.

You can describe visible concerns such as an untreated injury, lack of water, or exposure without adequate shelter. The ASPCA identifies intentional harm and neglect—such as failure to provide necessary food, water, shelter, or veterinary care—as possible cruelty concerns. Whether a violation occurred is a legal determination that depends on local law and an investigation; you do not need to decide that before reporting.

Relevant photos or video may help, but take them only from a place you are legally allowed to occupy, such as a public street or place. Do not trespass or enter private property to gather evidence. What should you do after making the report?

Keep a record of the agency and person you contacted, when you made the report, what information or materials you provided, and what follow-up the agency said to expect. If you do not hear back within a reasonable time, the ASPCA says a polite follow-up call is appropriate. A report does not guarantee an immediate visit, removal of an animal, prosecution, or a particular outcome.
