To find affordable housing that allows pets, search housing programs and directories for leads, then contact each provider to confirm that the specific unit is available, that you qualify, and that your animal is accepted. “Pet-friendly” does not mean every property accepts every animal, breed, or size—and it does not tell you the full cost. Before applying or signing, get the pet rules and all one-time and recurring charges in writing.
Where to look for affordable housing that allows pets
Start with the HUD Resource Locator. It points renters toward subsidized housing, public housing, Low Income Housing Tax Credit properties, housing for older adults and people with special needs, USDA rural housing, and related resources. It is a directory, not a live inventory or application service: HUD says it does not provide eligibility or waiting-list information, unit availability, tenant-selection preferences, or detailed accessibility information. Apply directly to the listed provider, and expect that waitlists may be lengthy or a property may have no unit available.
Use listings as leads, not guarantees. Contact the provider to ask whether it currently has an appropriate unit, how to apply, what eligibility and selection rules apply, whether a waitlist is open, and whether the actual unit accepts your specific animal. Reconfirm these details before paying an application fee or signing; online listings and policies can be incomplete or out of date.
How to check a Housing Choice Voucher rental
If you use a Housing Choice Voucher, check both the landlord’s pet policy and the rules of the housing agency that administers your voucher. HUD’s Housing Choice Voucher tenant information advises renters to review the landlord’s policy, clarify possible pet deposits and monthly pet rent, and ask the agency whether additional rules apply. A landlord’s willingness to rent to you does not, by itself, settle the agency’s requirements.

Ask for a written pet agreement or lease addendum that spells out the rules, fees, and responsibilities. Confirm the policy for the animal you actually have, including any limits on number, breed, size, or species, and ask about restrictions in shared areas. Do not rely on a verbal assurance if the written lease says something different.
What to include in the real cost of a pet-friendly unit
Compare each option over the period you expect to live there. A low advertised rent may not be the lowest-cost choice once recurring pet rent, upfront charges, utilities, and other applicable costs are included.

- Monthly costs: base rent, pet rent, utilities, and any other recurring charges.
- Upfront costs: application or move-in charges, pet deposits, and one-time pet fees.
- Refund terms: ask which deposits are refundable, what conditions determine a refund, and how any deductions are handled.
- Lease terms: check the lease length, renewal terms, and whether fees or pet rules can change under the agreement.
Ask the provider for a written schedule of charges and a sample lease or addendum before committing. There is no single national rent figure or current nationwide count of pet-accepting affordable units established here; costs and availability depend on the location, property, and program.
How to compare housing leads
Evaluate more than the listing’s rent and “pets allowed” label. A practical comparison should include:

- Whether the specific animal is accepted under the written rules.
- Total monthly and first-year costs, including recurring and upfront pet charges.
- Current unit availability, waitlist status, eligibility, and selection rules.
- Location, transportation, lease duration, renewal terms, and household accessibility needs.
HUD Fair Market Rents (FMRs) are benchmarks used in voucher payment standards and other program calculations—not a promise that a unit is available at that amount. HUD USER publishes FMR data by geography, bedroom count, and fiscal year on its Fair Market Rents page. A figure is useful only when matched to the relevant location, unit size, and year.
Geographic estimates can provide context, but they cannot confirm a property’s policy. The Pet-Inclusive Housing Initiative’s Pets & Housing Data | 2025 report presents state-level estimates of rental properties that allow pets, based on Smart Apartment Data and dated May 6, 2025. Treat those estimates as a dated snapshot, not a count of current affordable units or proof that a particular landlord accepts your animal. Check the report’s state map at Pets & Housing Data, 2025.

Assistance animals and ordinary pet policies
Disability-related accommodation requests are a separate issue from ordinary pet approval. HUD states, “An assistance animal is not a pet.” Its assistance-animal guidance describes requesting a reasonable accommodation to a pet restriction, including requests to live in a no-pets property or to waive a pet fee. The guidance also describes circumstances in which a provider may demonstrate an undue burden, fundamental alteration, direct threat, or significant unmitigable damage. Whether a request qualifies depends on the facts and applicable law; the guidance is not a guarantee of an outcome or individualized legal advice.
If you have a dispute about an accommodation, seek qualified local help and check the rules that apply to your situation. Do not treat a commercial certificate as a substitute for an individualized accommodation process.

- Is a unit available now, and is the waitlist open? What eligibility and selection rules apply?
