Fundraising for Municipal Shelters: A Practical Playbook

Municipal shelters can fundraise, but success starts with approved gift handling and clear donor assurances. Learn how to choose channels, screen grants, and track funds responsibly.

Municipal shelters can fundraise, but a campaign should not begin until the shelter knows who can approve and receive gifts, where the money will be held, and what can truthfully be promised to donors. From there, build a case around documented shelter needs, choose channels suited to local supporters and staff capacity, and check every grant’s eligibility and reporting rules before applying. The steps below draw on Best Friends Animal Society’s Fundraising for Municipal Shelters Playbook; grant examples are jurisdiction-specific, not universal eligibility advice.

Can a municipal shelter fundraise?

Yes. Best Friends Animal Society’s playbook says municipal shelters can fundraise successfully. The practical question is how to do it within the municipality’s authority, gift-handling procedures, and applicable laws.

Before asking for money, establish whether the shelter is a municipal department, a contracted operator, or a nonprofit partner. That operating structure—and the relevant country, state or province, and municipality—can change who may solicit or accept gifts, what restrictions apply, whether a tax receipt may be issued, and which grants are open. The examples in this article illustrate differences; they do not determine eligibility for an unspecified shelter.

Set up permission and a trustworthy gift process

Agree on authority and donor assurances

Map who approves a campaign, who is authorized to accept contributions, which account receives them, and who decides how they are spent. Get agreement from shelter leadership and the appropriate municipal officials before publishing a fundraising appeal. Confirm whether gifts may be restricted to a particular purpose or should go into a broader shelter fund for priority needs.

Be precise about what donors can be told. If the municipality permits a dedicated shelter fund, explain how it works and who controls spending. Do not promise that gifts will be kept out of a municipality’s general fund, used for a particular purpose, or qualify as tax-deductible unless the authorized officials have confirmed that assurance. Best Friends recommends discussing donor concerns about where gifts go and considering a broad shelter fund rather than creating many narrowly restricted funds.

Make handling repeatable

Write down how a contribution is received, processed, recorded, acknowledged, and reported. Ask other municipal agencies—such as a library or museum—how they handle gifts; an established local process may be more suitable than a shelter inventing a separate system. Confirm how cash, online donations, in-kind contributions, and restricted gifts are handled under municipal policy.

Build a case donors can understand

Connect each appeal to a real need and a plausible outcome the shelter can document. Examples may include veterinary care, enrichment, foster capacity, public education, or another locally identified priority. Explain what the contribution supports without implying that a particular gift guarantees an outcome the shelter cannot control.

Use accurate animal-care and community-impact stories, with appropriate permissions and privacy safeguards. Coordinate with the jurisdiction’s public information officer, shelter leadership, and local media so the message is approved and consistent. If a service or policy change affects donor expectations, communicate it clearly rather than allowing an old appeal to misrepresent current work.

Best Friends’ appendix describes Pima County Animal Care Center involving donors in leadership planning and communicating material program changes. It is a case example, not a rule that every municipality must use the same governance model. Its useful principle is that donors should receive clear information and a meaningful, appropriately defined way to understand the shelter’s priorities.

Choose fundraising channels that fit local capacity

Best Friends recommends assessing local giving patterns, existing relationships, staff time, and budget before choosing tactics. Start with approaches the shelter can manage and measure; a channel that performs well in one community may not suit another.

  • Individual giving: Add an optional donation prompt to adoption paperwork, place a clear donation button on the shelter website, and consider monthly giving. An optional contribution alongside licensing or another municipal fee workflow may be possible only where local rules and systems permit it.
  • In-kind donations: A shelter-managed Amazon wish list can make approved supply needs easy to find. Keep the list controlled by the shelter and update it to reflect current needs and municipal acceptance procedures.
  • Community events: Invite participants to opt in to future communications and record contact information only in accordance with applicable privacy and consent rules.
  • Businesses and foundations: Develop local relationships rather than assuming a business or foundation will fund a request. Best Friends suggests getting to know the nearest community foundation program director.
  • Social media and local media: Use approved, truthful stories and direct interested supporters to a donation process the shelter can administer and track.

Record results and review them against staff effort and expense. The playbook recommends adjusting tactics based on observed performance, not assuming that any one channel will work everywhere.

Screen grants for eligibility before writing an application

A grant’s name or animal-welfare focus does not establish that a municipal shelter can apply. Check the current program page and application package first. Confirm the applicant’s legal form, service area, eligible species and activities, allowable operating or capital costs, match or insurance requirements, dates, and reporting duties. Ask whether municipal departments, contracted operators, or nonprofit partners are eligible; they are not interchangeable applicant types.

Michigan Animal Welfare Fund Michigan Department of Agriculture and Rural Development (MDARD) describes grants for Michigan-registered shelters, including spay/neuter and care programs for shelter dogs and cats up for adoption, along with anti-cruelty and animal-care work. MDARD reports $2.1 million distributed to 357 shelters since 2010; it reported 80 applications requesting more than $1.1 million in 2026. These are Michigan program figures, not funding available to a particular shelter. Confirm the current program requirements with MDARD.
North Carolina Animal Shelter Support Fund North Carolina General Statutes Chapter 19A describes support for local governments in specified shelter registration/compliance or catastrophic-disaster circumstances. Eligible expenses are generally direct operating costs such as veterinary care, sanitation, sustenance and supplies, and temporary housing, subject to statutory exceptions. Applications must itemize costs. The statute sets a cap of $50,000 per grantee per fiscal year. These conditions apply to this North Carolina fund; consult the current Chapter 19A text and program materials.
NSW Companion Animal Welfare and Rehoming Grant, FY26/27 round The NSW Government lists eligible non-government organizations and excludes local councils and council pound operators. The 2026 round lists grants from $5,000 to $50,000 and an application window of 17 September to 9 October 2026, 5:00 pm. The dates and eligibility are specific to this NSW round; check the current grant page.
Edmonton Animal Rescue Fund Edmonton describes support for registered nonprofit rescue organizations benefiting animals rescued within the city, with examples including medical and dental care, spay/neuter, vaccinations, and microchipping. The fund requires a final report and expenditure summary within 30 days of receipt of funds. A municipal shelter should not assume it qualifies as a registered nonprofit rescue; confirm details with the City of Edmonton.

These examples show why a grant application should follow, not precede, an eligibility check. Even an apparently relevant program may fund only a particular applicant type, geography, animal group, or expense.

Budget for documentation and stewardship

Before applying, identify the records the funder will expect and whether the shelter can produce them. Depending on the award, that may include itemized costs, quotes or invoices, evidence of municipal support, and a final expenditure report. North Carolina’s statute requires an itemized cost listing for applications under its fund; Edmonton’s fund requires a final report and expenditure summary within 30 days of receiving funds.

For every contribution or award, maintain records consistent with municipal policy and the relevant terms: source, restrictions, acknowledgement, expenditure, outcome, and report due date. Give donors accurate updates about how funds were used. For grants, calendar reporting deadlines when the award arrives, rather than relying on a later reminder.

Use a practical funding decision check

Before committing staff time to a tactic or application, compare the opportunity against these questions:

  • Can this shelter’s actual legal operator apply or accept the gift?
  • Does the geography, service area, and eligible animal population match?
  • Are the intended activity and costs eligible, including operating, capital, or in-kind expenses?
  • What are the award size, application timing, match, insurance, and other conditions?
  • Can staff meet the workload, acknowledgement, recordkeeping, reporting, and audit requirements?
  • Can the shelter give the funder or donor a clear and accurate account of impact?

This is a practical synthesis of the cited program terms, not a scoring system published by any of those sources. Local gift-acceptance, restricted-fund, tax-receipt, procurement, grant, and public-record rules still need to be checked with the relevant authorities for the shelter’s jurisdiction.
