Arrange veterinary care first. Call a veterinarian promptly, and phone the clinic before arrival if the puppy may have a contagious illness. Then preserve your records, review the sale contract and health guarantee for notice rules, and contact the seller in writing. Whether you can obtain a refund or recover veterinary costs depends on your location, the agreement, and the facts of the sale.
What to do first if your new puppy is sick
- Call a veterinarian promptly. Explain when you bought the puppy, when symptoms began, what you have observed, and which vaccination or treatment records the seller provided. The American Veterinary Medical Association (AVMA) recommends a veterinary examination soon after bringing a dog home and bringing available vaccination and deworming history. Do not try to identify the illness from symptoms alone. AVMA guidance for choosing a dog.
- Call the clinic before taking the puppy in if a contagious illness is possible. The clinic can advise how to arrive while reducing exposure to other dogs. Until you receive professional advice, keep the puppy separated from other dogs.
- Save records as you go. Keep copies of the receipt, contract, health guarantee, seller advertisements and messages, proof of payment, seller-provided medical records, and veterinary notes, diagnoses, invoices, and care instructions. Write down when symptoms started and the date, time, and names associated with each conversation with the seller. A folder—paper or digital—is enough; a special record book is optional.
- Contact the seller promptly in writing, once veterinary care is arranged. Describe what you observed and what the veterinarian documented, attach copies rather than originals, and clearly state what resolution you are requesting. Read the contract and guarantee immediately for any required notice method or deadline.
- Seek outside help if the complaint is not addressed. Depending on the facts and location, possible routes include a local consumer-protection office, state attorney general, or an animal-control, licensing, or animal-welfare authority. The relevant office varies by jurisdiction and by the nature of the concern.
When symptoms need urgent veterinary attention
AVMA lists lethargy, loss of appetite, abdominal pain or bloating, fever or low body temperature, vomiting, and severe—often bloody—diarrhea among signs of canine parvovirus. The association says: “If your puppy or dog shows any of these signs, you should contact your veterinarian immediately.” Vomiting and diarrhea can cause rapid dehydration, so do not wait to see whether a concerning puppy improves on its own. These symptoms do not prove the puppy has parvovirus or any other specific illness. Diagnosis depends on veterinary assessment and may include laboratory testing; AVMA notes that fecal testing can confirm parvovirus infection. Puppies under four months old and inadequately vaccinated dogs face increased parvovirus risk.
Reduce possible exposure to other dogs
Parvovirus is highly contagious and can spread through direct contact and contaminated feces, environments, people, and objects. Call the clinic before arrival and follow its instructions for entry and precautions. Do not assume ordinary cleaning is sufficient or choose a disinfectant based on guesswork: AVMA says the virus is not easily killed and recommends asking a veterinarian about suitable cleaning agents.

Do not substitute home care for an examination
Parvovirus treatment is supportive and may require intensive care to address fluid and electrolyte loss, vomiting and diarrhea, and secondary infections. AVMA cautions that treatment can be expensive and that a dog may die despite aggressive care. Its 2016 brochure says survival rates can approach 90% with proper treatment; that is a general statement, not an individual puppy’s prognosis or a guarantee of recovery.
What to ask the seller for and what to document
Ask for the puppy’s complete health and vaccination history, any treatment records, and a copy of the purchase contract and written health guarantee. The AVMA says a new dog’s provider should be reachable if problems arise and should provide current health records and a receipt, while noting that obligations are subject to local pet-purchase protection laws. The Humane Society of the United States’ 2023 puppy-buyer report advises buyers to insist on health records on veterinary letterhead; that is consumer advice, not a universal legal requirement.

Keep the original documents safe and send copies when making a complaint. USAGov lists receipts, warranties, contracts, and contact records among useful materials for a consumer complaint. The Federal Trade Commission (FTC) likewise recommends keeping copies and notes while trying to resolve a dispute. USAGov: file a consumer complaint · FTC: resolve a consumer problem.
How to make a clear written complaint
- Identify the puppy and purchase date, and briefly describe when the symptoms appeared.
- Summarize the veterinarian’s findings using the records you have; do not present an unconfirmed diagnosis as fact.
- Attach copies of the receipt, relevant contract or guarantee, seller records, and veterinary paperwork.
- State the outcome you are requesting, such as a response under the written guarantee. Keep a copy of the message and note any calls or replies.
- Check the contract for how and when notice must be given, and keep to any applicable requirements while you seek local advice.
These steps can make the dispute easier to document, but general consumer guidance does not establish that a seller legally owes a refund, veterinary-cost payment, or another remedy. The applicable law, contract terms, disclosures, and timeline matter.

Where to escalate a seller dispute
If the seller does not respond or you suspect dishonest conduct, USAGov points consumers toward local consumer-protection offices and other government, consumer, or legal assistance. The FTC says consumers may contact their state attorney general or consumer-protection office about suspected dishonest conduct and may report it to the FTC. The FTC does not resolve individual complaints. FTC: report fraud, scams, and bad business practices.
For concerns about broader animal conditions, an animal-control, licensing, or animal-welfare authority may be relevant. Which agency can act depends on local rules and what happened; a consumer complaint and an animal-welfare report may involve different offices.

Refunds and legal rights depend on where you live
There is no single nationwide answer in the available guidance for whether a buyer of a sick pet-store puppy is entitled to a refund or reimbursement for veterinary bills. State and local pet-purchase protections differ, and the purchase contract, seller disclosures, and timing of notice can affect available options. The AVMA does not set one deadline for every buyer or describe every state’s law. Check the contract promptly and consult a consumer-protection office or qualified local legal adviser for advice about your jurisdiction.
