For safer travel with a pet, plan the full route with your veterinarian, follow the carrier’s current rules, and keep your animal secured and supervised. Requirements vary by species, health, airline, destination, transit point, and return jurisdiction, so a rule that applies to one trip may not apply to another.

What to check before you travel

Start planning early. Ask your veterinarian whether your pet is fit for the planned journey and what health care, vaccinations, tests, or paperwork may be needed. Then check the government requirements for every destination and transit point, the rules for returning home, and any separate requirements imposed by your airline or other carrier. These are distinct sets of rules; meeting one does not necessarily satisfy the others.

  • Confirm requirements for your animal’s species, age, health, vaccination history, and route.
  • Check the rules again close to departure. Entry requirements and carrier policies can change.
  • Ask how your pet will be secured, supervised, and cared for during transfers or layovers.
  • Save emergency veterinary contacts for the places you will visit, and carry your pet’s usual supplies and basic first-aid items.

The CDC’s Yellow Book identifies animal age and health, destination and transit-country vaccination or testing rules, season, and transport mode as factors to consider. There is no single document list that works for every trip.

Choose a travel arrangement that suits your pet and route

Arrangement What to plan for
Car Use a secured back-seat harness or a properly sized, ventilated crate secured against sliding. Plan water, familiar supplies, and stops.
Air travel in the cabin First confirm that the airline accepts your animal in the cabin, and check its current carrier, seating, and other restrictions.
Air travel in cargo Confirm that the airline accepts the animal and check its current handling and crate rules. Consider the pet’s health, readiness, route, weather, and layovers with your veterinarian.

These options are not interchangeable: the animal’s suitability, route, season, and the applicable restraint or carrier rules all matter. Airline policy is not a government-wide rule.

How to keep a pet safe in the car

Secure the pet before driving

CDC advises that a pet riding on a seat should travel in the back seat, wearing a harness attached to the seat buckle. A crated pet needs enough room to stand, sit, lie down, and turn around; the crate should be ventilated and secured so it will not slide or shift if the car stops.

Do not let a pet roam freely in the vehicle or ride with its head outside the window. The Centers for Disease Control and Prevention warns: “Allowing pets to roam around the car or ride with their head outside the window can be dangerous.” Never leave a pet alone in a parked vehicle: CDC warns that temperatures can become dangerous quickly in both hot and cold weather.

Prepare for the drive and make stops

For a long journey, help your pet get used to the car with a series of short drives, gradually increasing their length. CDC suggests feeding 3 to 4 hours before departure to reduce the chance of car sickness or vomiting. Bring water and the animal’s usual supplies; make frequent stops for dogs to toilet and stretch.

What to do before flying with a pet

Confirm the airline’s current rules

When booking, ask whether the airline accepts your animal and whether it can travel in the cabin or cargo. Check the current requirements for the carrier or crate, in-cabin limits, seating restrictions, and handling. Confirm them again before departure rather than relying on a policy you saw when you booked. The U.S. Department of Transportation’s guidance and each airline’s own rules are relevant, but the airline determines its own pet-travel policy within applicable requirements.

Discuss health and timing with your veterinarian

Ask your veterinarian about your pet’s health, fitness for the specific itinerary, and any required health documents. CDC’s general travel page describes a health certificate dated within 10 days, but that timing is not a universal rule for every destination or carrier. Verify what applies to your route and animal.

CDC recommends booking a direct flight where possible to reduce separation risks associated with extreme weather or layovers. If a direct flight is not practical, ask the airline how your pet will be handled during connections and what conditions could affect the journey.

Make cargo arrangements carefully

For pets traveling in cargo, CDC calls for a USDA-approved shipping crate with enough room for the animal to stand, sit, and turn around. USDA APHIS also emphasizes crate suitability and the animal’s health and readiness. Its air-travel lesson says U.S. regulations require dogs and cats to be at least 8 weeks old and fully weaned before air travel; that specific age rule should not be assumed to cover other species.

Ask your veterinarian before giving medication for travel. The American Veterinary Medical Association’s brochure cautions against tranquilizers for air travel because of possible heart or respiratory problems. A veterinarian can advise on an individual animal’s needs; do not treat a sedative as a substitute for appropriate planning or airline compliance.

How to handle international travel and paperwork

Check every country on the itinerary

Confirm entry requirements for the destination, any transit country, and the jurisdiction you will return to. The CDC notes that some dogs may need to meet U.S. entry requirements even during a layover. The route and how the animal is handled can matter; recent travel to a high-risk country and vaccination origin can also affect requirements. Do not assume that remaining inside an airport means entry rules cannot apply.

For U.S. entry, CDC says it does not require general health certificates for pets. That does not remove other federal, state, destination-country, or carrier requirements. Dogs have specific CDC entry requirements, so check the rules for the particular dog and itinerary. The State Department also warns that destination requirements can be strict.

Do not assume there is one universal pet passport

A pet does not need a U.S. passport, according to the State Department. Some destinations do require formal documents that may be called a pet passport. Ask the destination authority what it accepts, and check the airline’s documentation rules separately. Plan enough time to obtain any required records or certificates.

Keep your pet supervised and reduce exposure risks

On stops and at your destination, use a leash or carrier so your pet stays under control. Avoid contact with stray or wild animals, suspicious or stagnant water, and check your pet for ticks after outdoor outings. Carry basic first-aid supplies and emergency veterinary contacts, but treat first aid as temporary support—not a replacement for veterinary care.
