Chicago-based One Tail at a Time (OTAT) argues that rescue does not start at the shelter door. According to a Best Friends Network feature by senior writer Liz Finch, the group built programs to help people keep their pets through financial and other hardships, and even used an apartment it owned to house people. Its executive director, Heather Owen, sums up the stance in a motto: “It’s not rescue if they already have a home.” The feature is historical reporting, listed among Best Friends’ 2021 program spotlights, and its page text shows no exact date. Treat what follows as one organization’s reported approach, not a confirmation of what OTAT offers today.
What “Pet Mutual Aid” meant at OTAT
OTAT developed a set of efforts it collectively called Pet Mutual Aid, aimed at helping people keep pets when resources were limited. The feature says the mutual-aid concept was informed by Dean Spade’s book Mutual Aid: Building Solidarity During This Crisis (and The Next). That is a general work on solidarity, not an animal-rescue manual, and the influence does not imply an endorsement by OTAT of any particular method.
Owen’s framing: “The work of ‘rescue’ is about more than taking pets from families; it’s about people pooling resources and giving what they can to help others.” The point is that the same community energy that fills foster homes can be directed at keeping animals with the people they already have.
The named programs
CRISP: help before a surrender
The Chicagoland Rescue Intervention & Support Program (CRISP) was described as offering free or low-cost resources to pet owners who believed surrendering to a local shelter was their only option. It puts a conversation and possible help in front of the surrender decision.

The Silver Ticket Program: care for senior dogs
Silver Ticket gave owners of senior dogs vouchers for basic veterinary care, dental care and spay/neuter. Older dogs with unaddressed medical needs are a plausible surrender risk, and the voucher approach targets cost directly.
The Apartment: housing joined with a social-service partner
OTAT repurposed an apartment it owned. The article says it had typically housed dogs moving from the training center to foster homes, and was then used to house people without housing. OTAT partnered with The Night Ministry, described as a Chicago youth advocacy and homelessness organization, so that housing support was paired with an organization whose expertise is people, not animals. After a year of operation, the feature reported that four residents had cycled through. That count comes from the article, with no method, outcome measure or exact date given, so read it as a historical figure rather than a current statistic.

A case that shows the model
OTAT traced the microchip on a surrendered dog to a woman living in a broken-down car with two other dogs. At her request, OTAT rehomed two of the dogs and arranged spaying for the one she kept. Volunteers then raised money to repair her car and to help with an apartment down payment. The animal need (a dog in surrender) turned out to be inseparable from housing and transportation, and the response addressed all of it.
What other rescues can take from it
- Ask before accepting a surrender. CRISP-style intake asks whether a specific, solvable barrier, such as a vet bill or a spay/neuter cost, is driving the decision.
- Partner for expertise you lack. The Apartment worked through a homelessness organization rather than a rescue improvising social work.
- Look past the animal’s needs. Housing and transportation may be the real constraint.
- Keep the core work. The feature says these programs did not replace adoption work. Owen: “Animal welfare should be one component of those complex solutions.”
If you compare program models like these, useful axes are the need addressed (veterinary care, surrender prevention, housing), the partner expertise required, eligibility and duration, and what outcome evidence is collected.

What the evidence does and doesn’t show
The feature is a profile, not an evaluation. It contains no independently measured outcomes, comparisons with other providers or population statistics, and it does not establish current eligibility, capacity or results for any OTAT program.
