“Moving Beyond Bias with CARE” is a Best Friends Animal Society town hall about bias and equity in the animal-welfare movement. It features James Evans, president of Companions and Animals for Reform and Equity (CARE), and Best Friends CEO Julie Castle. José Ocaño, Best Friends’ Senior Director of Culture and Talent, hosts. Best Friends says Evans discusses how the movement reached its present point and how it might move forward.

This guide explains what the event covers, how the original, the “2.0” follow-up and the podcast audio relate, and what the published material does and does not establish. It is not a transcript or a summary of the answers given.

What the discussion covers

Best Friends’ event page lists several themes:

  • historical patterns of oppression and how they connect animal welfare to human rights
  • gaps in adoption
  • relationships with shelters
  • bringing people of color and other minority groups into leadership
  • avoiding harm when engaging communities
  • community-driven funding
  • staff development

The page also marks topics and questions along the recording. Treat these as a guide to what was asked, not as proof that each question got a complete answer, and not as quotations from a speaker.

The questions the page lists

These are audience-style questions from the event page’s question list, not statements by Evans, Castle or Ocaño:

  • “How do we overcome the history of bias in our movement and its impact on our shelter relationships?”
  • “How can we bring more people of color and other minority groups into animal welfare leadership work?”
  • A question about how to avoid harming the few BIPOC participants already engaged in the field.

Together they link two things: who holds leadership roles inside animal welfare, and how organizations relate to shelters, communities and funders outside their own walls.

Original town hall (Best Friends) The main discussion with Evans, hosted by Ocaño, featuring Castle. CARE also hosts an event page with matching framing, but its details could not be confirmed directly here.
“Moving Beyond Bias with CARE 2.0” Best Friends describes it as a continuation of the Castle–Evans diversity, equity and inclusion discussion. Best Friends discloses that a technical problem left the beginning of the recording incomplete.
Best Friends podcast, episode 31 Audio from a town hall, dated September 17, 2020. It names Evans, Ocaño and Castle with their roles. The page also warns the recording’s beginning is incomplete.

Related reading Best Friends points to

The 2.0 page lists Maya Angelou’s “We Wear the Mask,” the earlier town hall, Isabel Wilkerson’s book Caste, Julie Castle’s “Changing the Color of Our Movement,” the Best Friends Symposium and Roadblock-Free resources. Caste is offered as background on social hierarchy and history. It is optional context, not a CARE manual or a validated tool.

Connecting it to day-to-day shelter work

Best Friends’ separate Access to Care page is related practical guidance, not CARE’s framework. It says communities differ in access to stable housing, veterinary services and pet supplies. It urges animal-welfare professionals to act as a resource for pet owners and help keep families together. It points to food-pantry, vaccine-clinic and pet-resource-guide materials. For a shelter or rescue, this is where the discussion’s themes of community and avoiding harm meet concrete services.

What the evidence does not show

The published pages establish the subject, the participants and a trail of resources. They do not report measured results from a CARE intervention, and they do not show that watching or listening changes individual bias or shelter outcomes. Any claim of that kind would need a separate evaluation that measured it. Because the 2.0 recording and the podcast audio both begin incompletely, expect to miss the opening of those versions.
