The Competition and Markets Authority (CMA) published its Veterinary Services Market Investigation Order 2026 on 22 September; the first implementation phase for larger veterinary businesses begins on 23 December 2026, with further measures phased in and smaller businesses given longer.
What are the new vet rules?
The CMA Order sets out reforms intended to improve transparency and competition in veterinary services for household pets across the UK. Its measures include greater transparency about practice and medicine prices, practice ownership and pet-care plans, as well as other remedies. The legally binding Order and its schedules specify which requirements apply to which businesses and when; the CMA’s Order publication is the primary source for those details.
When do the new vet rules start?
The Order was published on 22 September 2026 and is in force as a legal instrument. That does not mean every owner-facing change is already operating. The CMA says the first phase for larger businesses starts on 23 December 2026; other remedies follow over the following months, and smaller businesses have longer to comply. The CMA case page describes the broad timetable. Exact commencement dates can vary by requirement and business, so check the Order and schedules rather than assuming one date covers all practices.
What could change for dog and cat owners?
The transparency measures are intended to help owners understand and compare what veterinary services cost, what medicines cost, who owns a practice and what a care plan includes. The timetable matters: do not assume that every practice must already display every price or provide every new item of information. The CMA says many owners will know the cost of basic services upfront by the end of 2026, with written estimates for higher-cost treatments following later.

- Compare service prices and check what each quoted service includes.
- For ongoing medicines, ask about the full cost and how to obtain a written prescription where relevant.
- Ask whether a practice is part of a wider group if ownership is not clear.
- For a pet-care plan, check what is included and how its terms and costs are presented.
These are practical questions for comparing care, not a claim that each new requirement has already taken effect. Existing rights and the Order’s phased obligations are separate matters; consult current RCVS guidance for advice about prescription rights.
Are vet bills or treatment prices capped?
No general cap on veterinary bills or treatment prices is established by the CMA’s description of the reforms. The CMA’s final-report summary says it considered price controls, while the adopted package is described as focusing on transparency and competition. A report published on 6 October 2026 by the Daily Mirror and republished by Sovereign News Station says Coletta Smith appeared on BBC Morning Live to discuss owners’ concerns about rising veterinary costs, with veterinarian James Greenwood. That is secondary reporting of the broadcast, not the legal authority for what practices must do. The CMA’s case page quotes Inquiry Group Chair Martin Coleman: “Today marks a significant milestone in the biggest reform of veterinary services in a generation. Our reforms are now law and will make a difference to the millions of pet owners across the UK.”
