Pet insurance can be worth it if you want help managing unexpected veterinary costs that your policy covers and can afford the premiums over time. It is not a guarantee of lower overall spending: the value depends on the policy’s exclusions, deductible, reimbursement formula and benefit limits, as well as your finances. Many plans reimburse you after you pay the veterinarian, so you may still need cash or credit for treatment upfront.
What pet insurance does—and what it does not do
Pet insurance is generally designed to help with eligible future veterinary expenses. The National Association of Insurance Commissioners (NAIC) describes three broad coverage categories: accident-only, accident-and-illness, and wellness coverage. Wellness services may be included or offered as a separate add-on, so check what a quote actually covers.
Coverage is conditional. A condition with signs, advice or treatment before enrollment—or during a policy’s waiting period—may be considered pre-existing and excluded. A waiting period is the time after enrollment during which specified conditions are not yet covered. Policy definitions and waiting periods vary, so read the contract rather than relying on a general description.
Pet insurance is also not necessarily a point-of-care payment method. The Pennsylvania Insurance Department explains that owners commonly pay the veterinarian first and then submit a claim for reimbursement. Ask whether direct payment is available, how to file, how long claims may take, and what deadline applies.

Compare the policy terms that determine your real costs
The premium alone cannot tell you whether a policy is useful. Compare the quote and contract across these points:

California’s Department of Insurance recommends asking directly: “Does the coverage offered have exclusion for preexisting conditions?” and “Is there a waiting or affiliation period?” It also advises consumers to check the deductible, coinsurance, limits, reimbursement formula and premium increases after a claim. Request the policy contract and written answers to unclear terms before buying.
When pet insurance may be worth it for your household
Insurance may suit you if you prefer a recurring premium to the risk of a large eligible bill and can keep paying that premium. It can help manage financial uncertainty, but that does not mean your claims will exceed what you pay in premiums.
A policy may be a poor fit if its premium strains your budget, the conditions you most want covered are excluded, its limits are too low for the expenses you are trying to manage, or you can comfortably absorb unexpected veterinary bills. That does not make self-funding universally better; it means the contract and your household finances need to be considered together.

For each quote, estimate the maximum out-of-pocket exposure you could face under its terms: premiums plus the applicable deductible and cost sharing, while accounting for exclusions and caps. Then decide whether the protection is worth the ongoing cost. This is a comparison, not a break-even prediction: future eligible expenses and claims are uncertain.
How state rules affect the answer
Insurance rules and policy language can differ by jurisdiction. For example, Ohio Revised Code §3970.05, effective January 22, 2025, permits pet insurers to impose a waiting period subject to statutory conditions. For illnesses or orthopedic conditions not resulting from an accident, the period may not exceed 30 days; it may not apply to accidents and must be disclosed before purchase. This is an Ohio rule, not a nationwide standard.

What the market figures do—and do not—show
NAIC reports that 6.25 million pets were insured in 2023, a 16.7% increase from 2022, citing the North American Pet Health Insurance Association’s 2024 State of the Industry Report. That indicates growth in insured pets; it does not show that a particular policy is good value for a particular owner.
NAIC also reports, citing the American Pet Products Association (APPA), that 94 million U.S. households reported owning a pet in APPA’s 2025 National Pet Owners Survey. APPA’s reported U.S. pet-industry expenditures were $152 billion in 2024, up 3% from 2023. These are market context, not evidence that an individual insurance policy will save money.
